For the purpose of improvement of social security of the needing segments of the population the Government of the Republic of Tajikistan decides:
1. Approve the Concept of social protection of the population of the Republic of Tajikistan it (is applied).
2. To the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan together with the ministries, departments and local executive bodies of the government under: heat the draft of the Implementation plan of the concept of social protection of the population of the Republic of Tajikistan, and till April 1, 2007 to submit the Governments of the Republic of Tajikistan for consideration.

Need of global changes of system of social protection of the population for the republic proceeds from permanent reminders and orders of the head of state; President of the Republic of Tajikistan E. Sh. Rakhmonov. As it was stated in the President's letter of the Republic of Tajikistan to Mazhdlisi Olya of the Republic of Tajikistan: "for the purpose of enhancement of social policy of the state the Concept of social protection of the population which provides number of the state measures of social protection of the population for the next years is prepared now".
The current situation in system of social protection of the population of the republic, and also its value in forming of socially oriented market economy require the fastest development and deployment of strategy of reforms and the choice of mechanisms on transformations in this system which will provide creation of competitive economy.
Development of the Concept is caused by the essential changes which happened in Tajikistan over the past few years such as: stabilization of political situation, improvement of macroeconomic indicators and on their background preserving number of problems in the sphere of social protection of the population, lagging of obsolete normative and legal and institutional base of management of social policy.
Tajikistan for the first time for the last seven years tests the period of relative stability and the economic recovery which began since 2000, and continuing till present that is the most important feature of the present stage of transformation of economy and society.
GDP growth in 2005 in comparison with 2000 constituted 58,6 of percent or annual growth constitutes percent 11,7. The amount of industrial and agricultural output increased respectively by 74,1 of % and 53,6 of %, and production of consumer goods - in time 2,2.

The gap of these indicators reaches the twelvefold size.
