About creation of the Highest scientific and technical commission under the Government of the Republic of Kazakhstan

For the purpose of implementation of the subitem 3) of article 5 of the Law of the Republic of Kazakhstan "About science and technological policy" and article 98 of the Entrepreneurial code of the Republic of Kazakhstan the Government of the Republic of Kazakhstan DECIDES:

1. Create the Highest scientific and technical commission under the Government of the Republic of Kazakhstan.

2. Approve:

1) Regulations on the Highest scientific and technical commission under the Government of the Republic of Kazakhstan according to appendix 1 to this resolution;

2) structure of the Highest scientific and technical commission under the Government of the Republic of Kazakhstan according to appendix 2 to this resolution.

3. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix 3 to this resolution.

4. This resolution becomes effective from the date of its signing.

Regulations on the Highest scientific and technical commission under the Government of the Republic of Kazakhstan

Chapter 1. General provisions

1. The highest scientific and technical commission under the Government of the Republic of Kazakhstan (further – VNTK) is advisory advisory body under the Government of the Republic of Kazakhstan.

2. VNTK is headed by the Prime Minister of the Republic of Kazakhstan (further - the chairman) who has deputies on behalf of the first heads of authorized bodies in the field of science and in the field of the state support of innovative activities.

3. The structure of VNTK is created of number of members of the government of the Republic of Kazakhstan, deputies of Parliament of the Republic of Kazakhstan, heads of state bodies, National academy of Sciences, the leading scientists, experts of various industries of knowledge, representatives of national managing holdings, national institutes of development, national holdings, the national companies, subjects of private entrepreneurship and republican scientific public associations and affirms the order of the Government of the Republic of Kazakhstan.

The legal basis of activities of VNTK the Constitution of the Republic of Kazakhstan, the Budget code of the Republic of Kazakhstan, the Entrepreneurial code of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "About science and technological policy" constitute, legislative and other regulatory legal acts of the Republic of Kazakhstan, and also this Provision.

Chapter 2. Tasks and powers of the Highest scientific and technical commission under the Government of the Republic of Kazakhstan

5. The main objectives of VNTK are:

1) forming of the strategic tasks and priorities aimed at the development of scientific and (or) scientific and technical activities;

2) determination of the priority directions of development of science;

3) determination of priority basic and applied scientific research in the directions of science;

4) consideration of offers of national scientific councils;

5) determination and distribution in the priority directions of development of science of the amounts of financing at the expense of budgetary funds for scientific and (or) scientific and technical activities, and also determination of the amounts of financing of commercialization of results of scientific and (or) scientific and technical activities taking into account the level of readiness of technologies, except for the scientific, scientific and technical projects and programs created within the state defensive order;

6) determination of scientific and technical tasks for program target financing;

7) determination of the list of the organizations performing basic scientific research;

8) approval of applied scientific research in the field of homeland security and defense within the out-of-competition procedures for program target financing;

9) development of recommendations about investment attraction to the sphere of science;

10) development of offers on ensuring interaction of science, education and production in case of realization of the state scientific and technological and innovative policy;

11) determination of priorities of technology development and main directions of the state technological policy;

12) development of recommendations for state bodies concerning innovative and technology development of the country, and also implementation of artificial intelligence;

13) coordination of suggestions for improvement of innovative system and activities of the subjects of innovative system participating in the state support of innovative activities;

14) consideration of the developed state technological policy in the industry directions;

15) consideration of initiatives of state bodies by determination of the industry centers of technological competences, target technological programs and the organization of technological frameworks in industries, and also to implementation of artificial intelligence;

16) other tasks provided by the Entrepreneurial code of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "About science and technological policy" and this Provision.

6. VNTK has powers:

1) to interact with the central executive and other state bodies, the organizations, and also to employ experts and experts for realization of tasks of VNTK;

2) to make decisions and to make offers on the questions entering its competence;

3) in the procedure established by the legislation to request and receive the materials necessary for realization of tasks of VNTK from state bodies and other organizations;

4) to invite to meetings of VNTK and to hear the first heads, and in their absence – persons, the acting as the first head of state body and organization, on the questions connected with realization of tasks of VNTK;

5) to create subcommittees for consideration of the questions entering competence VNTK on thematic blocks.
