2. Declare invalid the order of the acting minister of information and communications of the Republic of Kazakhstan of March 29, 2018 No. 117 "About approval of Rules of provision of official reports to mass media in case of violation of conditions of life activity of the population in certain territory" (it is registered in the Register of state registration of regulatory legal acts No. 16765).

3. In established by the legislation of the Republic of Kazakhstan to provide to committee of information of the Ministry of Culture and information of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of provision of official reports to mass media in case of violation of conditions of life activity of the population in certain territory

Chapter 1. General provisions

1. These rules of provision of official reports to mass media in case of violation of conditions of life activity of the population in certain territory (further - Rules) are developed according to Item 1 of article 37 of the Law of the Republic of Kazakhstan "About mass media" and determine procedure for provision of official reports to mass media in case of violation of conditions of life activity of the population in certain territory.

2. In these rules the following concepts are used:

1) the official report - the information provided and (or) distributed through mass media by the owner of information established according to the Law of the Republic of Kazakhstan "About information access";

2) violation of conditions of life activity of the population - change of condition of the habitat at which there is negative impact of its factors per capita.

Chapter 2. Procedure for provision of official reports to mass media in case of violation of conditions of life activity of the population in certain territory

3. Authorized state bodies of the corresponding industry within the competence and (or) local executive bodies in case of violation of conditions of life activity of the population in certain territory no later than 3 (three) hours from the moment of approach of event provide to mass media official reports about the current situation.

4. Forming of the official report is performed by the authorized person (division) on interaction with mass media in the central state and local executive bodies and approved with the first head of the central state or local executive body, or person replacing it.

5. The official report at the time of its provision contains the most exhaustive data concerning violation of conditions of life activity of the population, and the taken measures for their elimination.

6. Provision of the official report about the facts of violation of conditions of life activity of the population to mass media is performed by means of:

1) publications of the official report on official online platform of the central state or local executive body;

3) holding briefing on platforms of services of communications and state bodies.
