1. Approve the enclosed Procedure for registration of registration or refusal in registration of the declaration for goods, the transit declaration and the declaration on the vehicle.

2. Make to decisions of the Commission of the Customs union changes according to appendix No. 1.

3. Recognize invalid decisions of the Commission of the Customs union and Board of the Eurasian economic commission on the list according to appendix No. 2.

4. This Decision becomes effective since April 1, 2026.

Procedure for registration of registration or refusal in registration of the declaration for goods, the transit declaration and the declaration on the vehicle

I. General provisions

This Procedure determines rules of registration of registration or refusal in registration of the declaration for goods (further - DT), the transit declaration (further - TD) including if as DT and TD transport (transportation) business and (or) other documents, including provided by international treaties of state members of the Eurasian Economic Union (further respectively - state members, the Union) with the third party, and the customs declaration on the vehicle are used (further - TDTS) including if as TDTS the standard documents of carrier provided by international treaties of state members with the third party in the field of transport are used.

For the purposes of this Procedure the customs declaration is understood as all documents specified in paragraph one of this Item.

2. The customs authority registers the customs declaration in terms, stipulated in Item 2 Articles 111 of the Customs code of the Eurasian Economic Union (further - the Code), by assignment of the corresponding registration number by it with use of information system of customs authority or by means of information system of customs authority without participation of the official and fixes date and time of such registration.

Registration number DT (including if as such declaration transport (transportation) business and (or) other documents are used, including provided by international treaties of state members with the third party) is created according to the Procedure for filling of the declaration on goods approved by the Decision of the Commission of the Customs union of May 20, 2010 No. 257.

Registration number TD (including if as such declaration transport (transportation) business and (or) other documents are used, including provided by international treaties of state members with the third party) is created according to the Procedure for filling of the transit declaration approved by the Decision of Board of the Eurasian economic commission of May 30, 2023 No. 73.

Registration number TDTS (including if as such declaration the standard documents of carrier provided by international treaties of state members with the third party in the field of transport are used) is created according to the Instruction about procedure for filling of the customs declaration on the vehicle approved by the Decision of the Commission of the Customs union of October 14, 2010 No. 422.

Registration number of the customs declaration shall be unique for each type of the customs declaration irrespective of form of customs declaring and from what documents are used as such customs declaration.

3. The customs authority refuses registration of the customs declaration in terms, stipulated in Item 2 articles 111 of the Code, by registration of refusal in registration of the customs declaration with use of information system of customs authority or by means of information system of customs authority without participation of the official.

II. Procedure for registration of registration or refusal in registration of the customs declaration submitted in the form of the electronic document

Registration of the customs declaration submitted in the form of the electronic document is drawn up by customs authority with use of information system of customs authority or by means of information system of customs authority without participation of the official according to Item 2 presents of the Procedure, and data on registration number of such customs declaration, date and time of its registration go electronically to the customs applicant or the customs representative according to article 362 of the Code.

Registration of the customs declaration submitted in the form of the electronic document by means of information system of customs authority without participation of the official is drawn up if the conditions of verification of the customs declaration determined by algorithms (technical requirements) of work of information system of customs authority when conducting such check are complied.

5. The refusal in registration of the customs declaration submitted in the form of the electronic document is drawn up by customs authority with use of information system of customs authority or by means of information system of customs authority without participation of the official, and data on date and time of refusal in registration of the customs declaration, about all reasons which served according to Item 5 of article 111 of the Code the basis for refusal in registration of the customs declaration, and if it is stipulated by the legislation state member about customs regulation, recommendations about their elimination are submitted to the customs applicant or the customs representative electronically according to article 362 of the Code.
