About establishment of features of determination of standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation for 2025 - 2027

1. Establish the following features of determination of standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation (further - standard rates) concerning the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region for 2025 - 2027:

standard rates are the limiting shares of amount of maintenance costs of state bodies of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region in the total amount of budgets expenses of the specified subjects of the Russian Federation expressed as a percentage (except for capital investments in capital construction projects of state-owned property of the subject of the Russian Federation (municipal property);

standard rates for 2026 and 2027 are accepted equal to the values of standard rates approved concerning the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region for 2025;

amount of budgets expenses of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (except for capital investments in capital construction projects of state-owned property of the subject of the Russian Federation (municipal property) for 2025 it is determined based on budget statements of subjects of the Russian Federation for 2025 and for planning period of 2026 and 2027 provided to the Ministry of Finance of the Russian Federation based on the subitem 3 of item 4 of Article 130 of the Budget code of the Russian Federation;

the normative number of the workers replacing the state positions and positions of the public civil service of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region is accepted equal 3000, 2174, to 1077 and 963 units respectively;

the normative number of the workers replacing the positions which are not positions of the public civil service of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region is determined based on the data provided by the supreme executive bodies of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region to the Ministry of Finance of the Russian Federation, but no more than 20 percent of total number of employees of state bodies of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region;

the average monthly amount of compensation of employees of state bodies of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region is determined proceeding from decisions of the President of the Russian Federation and the collegiate organ formed according to the order of the Government of the Russian Federation of March 18, 2022 No. 542-r (except for the workers replacing the positions which are not positions of the public civil service of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region);

values of average monthly accrued payroll of the workers replacing the positions which are not positions of the public civil service of the subject of the Russian Federation for the Donetsk People's Republic and the Luhansk People's Republic are accepted equal to the corresponding measure values of the Rostov region, for the Zaporizhia region and the Kherson region - to the measure values of the Republic of Crimea determined based on the expense statement and the number of employees of federal state bodies, state bodies of subjects of the Russian Federation for July 1, 2024 represented to the Ministry of Finance of the Russian Federation in the form approved by the Ministry;

the indicators provided by Items 8 and 9 of appendix No. 1 to method of computing standards of forming of maintenance costs of public authorities of the subject of the Russian Federation approved by the order of the Government of the Russian Federation of December 30, 2018 No. 1766 "About standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation and on recognition voided some acts of the Government of the Russian Federation", for the Donetsk People's Republic and the Luhansk People's Republic are accepted equal to the corresponding indicators of the Rostov region, for the Zaporizhia region and the Kherson region - to indicators of the Republic of Crimea.

2. Establish the following features of determination of standard rates concerning subjects of the Russian Federation (except for the subjects of the Russian Federation specified in Item 1 of this resolution) for 2025 - 2027:

the standard rates for 2025 calculated in the current financial year cannot be established below the standard rates approved in reporting financial year for 2025;

the standard rates for 2026 calculated in the current financial year cannot be established below the standard rates approved in reporting financial year for 2026;

the standard rates for 2027 calculated in the current financial year cannot be established more than 110 percent and less than 90 percent of the standard rates for 2026 approved in the current financial year.

3. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of December 30, 2018 No. 1766 "About standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation and about recognition voided some acts of the Government of the Russian Federation" (The Russian Federation Code, 2019, No. 1, Art. 60; No. 50, Art. 7409; 2020, No. 8, Art. 1043; 2021, No. 1, Art. 105; 2022, No. 39, Art. 6644; 2023, No. 14, Art. 2434; 2024, No. 3, Art. 458).

4. Declare invalid Item 2 of the order of the Government of the Russian Federation of December 29, 2023 No. 2372 "About establishment of features of determination of standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation concerning the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region for 2024 - 2026 and about modification of the order of the Government of the Russian Federation of December 30, 2018 No. 1766" (The Russian Federation Code, 2024, No. 3, the Art. 458).

5. This resolution becomes effective since January 1, 2025.
