About enhancement of structure of the central executive bodies of the Republic of Tajikistan

For the purpose of further deepening of reform of public administration, forming of transparent system of activities of governing bodies, economy and effective use of budgetary funds and ensuring sustainable economic, social and cultural development of the Republic of Tajikistan and according to article 69 of the Constitution of the Republic of Tajikistan I decide:

 Item 1 ceased to be valid according to the Presidential decree  of the Republic of Tajikistan of 19.11.2013 No. 12

2. Abolish the central executive bodies of the Republic of Tajikistan according to the enclosed list (appendix 2).

3. Determine that:

- functions of the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan concerning labor migration of the population are also assigned to the Ministry of Internal Affairs of the Republic of Tajikistan;

- functions of the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan concerning vocational training are also assigned to the Ministry of Education of the Republic of Tajikistan;

- functions of the former Ministry ofMelioration and Water Resources of the Republic of Tajikistan are assigned to the Ministry of melioration and water resources of the Republic of Tajikistan;

- functions of the former Social Security Fund of the population are also assigned to the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan under the Government of the Republic of Tajikistan except for of the questions connected with collection of the social taxes, and the questions connected with labor migration and vocational training are excluded from structure of its functions;

- the functions connected with management of the Tochiksarmoyaguzor investment insurance company which was State under the Government of the Republic of Tajikistan are assigned to the Ministry of Finance of the Republic of Tajikistan, and questions of investment attraction are excluded from structure of its functions;

- functions of the former Ministry of Economy and Trade of the Republic of Tajikistan except for of management of the Agency on standardization, metrology, certification and trade inspection (Tadzhikstandart), questions of the sphere of tourism and investment attraction are assigned to the Ministry of Economic Development and Trade of the Republic of Tajikistan;

- functions being Energy ministries of the Republic of Tajikistan and the Industry ministry of the Republic of Tajikistan and the questions of the former Ministry of Agriculture of the Republic of Tajikistan connected with the food industry are assigned to the Ministry of Energy and Industry of the Republic of Tajikistan;

- functions of the former Ministry of safety of the Republic of Tajikistan and the State committee of protection of Frontier of the Republic of Tajikistan are assigned to the State committee of homeland security of the Republic of Tajikistan;

- functions of the former State management committee by state-owned property of the Republic of Tajikistan, the Center of coordination of the external help of Executive office of the Republic of Tajikistan, questions of the former Ministry of Economy and Trade of the Republic of Tajikistan, and the Ministries of Finance of the Republic of Tajikistan connected with investment attraction and also the questions of the former Agency on the antimonopoly policy and support of entrepreneurship under the Government of the Republic of Tajikistan connected with support of entrepreneurship are assigned to the State committee on investments and management of state-owned property of the Republic of Tajikistan;

- the functions of the former Ministry of state revenues and charges of the Republic of Tajikistan connected with taxes and also the questions connected with collection of the social taxes of the former Social Security Fund of the population under the Government of the Republic of Tajikistan are assigned to the Tax Committee under the Government of the Republic of Tajikistan;

- under the Government of the Republic of Tajikistan functions being Committee on cases of youth under the Government of the Republic of Tajikistan, Committee on physical culture and sport under the Government of the Republic of Tajikistan and the questions of the former Ministry of Economy and Trade of the Republic of Tajikistan connected with the sphere of tourism are assigned to Committee on cases of youth, sport and tourism;

- functions of the former Ministry for Emergency Situations and Civil Defense of the Republic of Tajikistan are assigned to Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan;

- the functions of the former Ministry of state revenues and charges of the Republic of Tajikistan connected with customs are assigned to Customs Service under the Government of the Republic of Tajikistan;

- functions of the former State committee of construction and architecture of the Republic of Tajikistan are assigned to the Agency on construction and architecture under the Government of the Republic of Tajikistan;

- on standardization Agency, metrology, certification and trade inspection under the Government of the Republic of Tajikistan functions of the former Agency on standardization, metrology, certification and trade inspection under the Ministry of Economy and Trade of the Republic of Tajikistan are assigned (Tadzhikstandart);

- functions of the former Head department of geology are assigned to Head department of geology under the Government of the Republic of Tajikistan under Government of the Republic of Tajikistan "Geologiyai of points";

- functions of the former Committee on the state supervision of safe conducting works in the industry and to mountain supervision are assigned to Head department on the state supervision of safe operation in the industry and to mountain supervision under the Government of the Republic of Tajikistan under the Government of the Republic of Tajikistan;

4. To the government of the Republic of Tajikistan in compliance with established procedure:

- in a month to develop and approve structure of central office, the scheme of management and provision of the ministries and state committees and bodies under the Government of the Republic of Tajikistan taking into account need of elimination of cases of duplication of function and powers of state bodies;

- resolve the issues following from this Decree including questions of organizational, financial and material security of state bodies of management;

- bring the decisions into accord with this Decree;

- provide offers on modification and amendments to legal acts of the Republic of Tajikistan.
