We, Chapters of state members of the Collective Security Treaty Organization,

confirming the determination to consistently realize provisions of the Agreement on collective security of May 15, 1992, Articles of organization of the Agreement on collective security and the fundamental documents and decisions which determined the key directions of forming of system of collective security of state members of the CSTO accepted in their development

considering intention to interact closely for the purpose of strengthening of the international law and order and the modes in the field of non-proliferation of weapons of mass destruction,

noting the positive shifts which happened from the moment of CSTO organization in interaction of state members of the CSTO in the field of foreign and defense policy, in counteraction to modern challenges and threats,

recognizing need of acceptance of additional measures for adaptation of the CSTO to the changing political realities and the modern requirements imposed to multipurpose international structure of safety

we declare:

state members of the CSTO activate efforts on all-round development and enhancement of integration mechanisms within the Organization for the purpose of counteraction to the accruing challenges and threats at the regional and global levels, confirm need of close interaction for the purpose of effective protection of the national and collective interests.

We consider important to confirm earlier accepted principles and to formulate new approaches to comprehensive strengthening of system of collective security:

- solidarity of purpose and tasks in forming of system of collective security in zone of responsibility of the CSTO;

- coordination of actions, not causing damage to interests of collective security;

- priority of allied obligations of state members of the CSTO, respect of sovereignty, territorial integrity and authority of each of them;

- mutual respect and accounting of national interests and line items of state members of the CSTO in the field of foreign policy and safety;

- coordination of foreign policy, protection and ensuring collective and national interests of state members of the CSTO on the international scene.

We set task on the near-term outlook to develop in format of the CSTO the effective mechanism on counteraction to modern challenges and threats, having involved the capacity of Defense and special Ministries which is available for state members, possibilities of cooperation with other international organizations. In this context we pay close attention to training for Defense, law-enforcement and special Ministries of state members of the CSTO.

We support activation of efforts on coordination of anti-terrorist and counter-narcotics activities, to counteraction of illegal migration, forming of mechanisms of cooperation in the field of emergency response of natural and technogenic nature.

Strengthening of potential of cooperation on counteraction to modern challenges and threats will be promoted by further deepening and increase in efficiency of interaction in the political sphere. We consider the major task realization of mechanisms of coordination of foreign policy activities for the purpose of protection of collective and national interests of state members of the CSTO.

The important lever of development of cooperation of state members of the CSTO expansion of systematic exchange of information about steps in the field of foreign policy and safety, military-political contacts with other international organizations and the third states is intended to become.

We attach special significance to strengthening of ties with the UN and other international organizations dealing with safety issues. Are open for establishing partner bonds of regional and global cooperation in questions of fight against terrorism, extremism and illegal drug trafficking.

We recognize that forming within the CSTO of single system of collective security requires strengthening and development of military component of the CSTO as in respect of counteraction to traditional threats, and its further adaptation to the changing conditions of fight against terrorism, extremism, drug traffic and other modern challenges and threats.

We consider it expedient to start working off of mechanisms of strategic planning of use of forces and means of system of collective security and rendering the emergency military technical assistance to state members of the CSTO concerning which there is safety hazard or act of aggression is committed.

For the purpose of successful realization of the measures for further enhancement and increase in efficiency of the CSTO of Chapter of state members of the CSTO stated in this Declaration charge to the Secretary general of the CSTO, to the Permanent Council under the CSTO to prepare for submission to Council of collective security of the offer on development of the regulatory legal base of the CSTO.
