About the organization and functioning of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff"

No. 160-164, 537), with subsequent changes, DECIDES: the Government

1. Rename public organization "Republican Veterinary and Diagnostic Center" into public organization "National Center of Health of Animals, Plants and Safety of Foodstuff".

2. Reorganize public service "The state center for certification and approbation of means of phytosanitary appointment and the means increasing fertility of the soil", the public organization "Central Phytosanitary Laboratory" and public organization "Central Test Laboratory of Alcoholic/soft Drinks and Preserved Foods" (attached legal entities) by merging (accession) with public organization "National Center of Health of Animals, Plants and Safety of Foodstuff" (the accepting legal entity) in which on behalf of the state function of the founder is performed by the National agency on safety of foodstuff.

3. Transfer property of public service "The state center for certification and approbation of means of phytosanitary appointment and the means increasing fertility of the soil", public organization "Central Phytosanitary Laboratory" and public organization "Central Test Laboratory of Alcoholic/soft Drinks and Preserved Foods" to public organization "National Center of Health of Animals, Plants and Safety of Foodstuff" according to the Regulations on procedure for transfer of objects of public property approved by the Order of the Government No. 901/2015.

4. Release of personnel in connection with reorganization by merging (accession) of public organization "Central Phytosanitary Laboratory", public organization "Central Test Laboratory of Alcoholic/soft Drinks and Preserved Foods" and public service "The state center for certification and approbation of means of phytosanitary appointment and the means increasing fertility of the soil" in case of impossibility of its translation to perform according to provisions of the labor law.

5. Establish the extreme number of personnel of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff" in number of 350 units.

6. Before appointment on the basis of competitive selection of the director of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff" to the CEO of the National agency on safety of foodstuff according to the labor law within 5 days from the effective date of this resolution to designate person who will temporarily take up position of the director of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff".

7. Approve:

7.1. The charter of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff", according to appendix No. 1;

7.2. Structure of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff", according to appendix No. 2;

7.3. To Organigramm of public organization "National Center of Health of Animals, Plants and Safety of Foodstuff", according to appendix No. 3;

7.4. Regulations on Republican interdepartmental council on approbation of means of phytosanitary appointment and the means increasing fertility of the soil according to appendix No. 4.

8. Recognize invalid:

8.1. The order of the Government No. 1209/2018 about approval of the Charter of public organization "Central Phytosanitary Laboratory" (The official monitor of the Republic of Moldova, 2018, Art. No. 513-525, 1347), with subsequent changes;

8.2. The order of the Government No. 1210/2018 about approval of the Charter of public organization "Central Test Laboratory of Alcoholic/soft Drinks and Preserved Foods" (The official monitor of the Republic of Moldova, 2018, Art. No. 513-525, 1348), with subsequent changes;

11. To the national agency on safety of foodstuff within 12 months from the effective date of this resolution to develop and submit to the Government for approval Methodology of calculation of rates for the services rendered by public organization "National Center of Health of Animals, Plants and Safety of Foodstuff", the List of the rendered services and rates for them.

12. Before the approval of Methodology and the List of the rendered services specified in Item 11, and calculated on their basis of new rates applicable fares on the services rendered by the reorganized legal entities will be applied.

13. To impose control over the implementation of this resolution on the Ministry of Agriculture and the food industry and the National agency on safety of foodstuff.
