No. 58-66, 131), with subsequent changes, DECIDES: the Government

1. Reorganize public organization "Institute of Soil Science, Agrochemistry and Protection of Soils of Nikolay Dimo" (the attaching legal entity) by merge (accession) of legal entities:

1.1. Public organization "Scientific and Practical Institute of Gardening, Wine Growing and Food Technologies";

1.2. Public organization "Scientific and Practical Institute of Biotechnologies in Livestock Production and Veterinary Medicine";

1.3. Public organization "Center for Cultivation and Reproduction of Animals", including the Center for research of the water genetic ACVAGENRESURS resources (with the status of department);

1.4. Public organization "State Commission on Testing of Plant Varieties".

2. Rename public organization "Institute of Soil Science, Agrochemistry and Protection of Soils of Nikolay Dimo" into public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine".

3. Approve:

3.1. The charter of public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine" according to appendix No. 1;

3.2. Structure of public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine" according to appendix No. 2;

3.3. To Organogramm of public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine" according to appendix No. 3;

3.4. Changes which are made to some orders of the Government, according to appendix No. 4;

3.5. The list of the orders of the Government which are recognized invalid, according to appendix No. 5.

4. Establish the extreme number of staff of public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine" in number of 303 units with compensation according to provisions of the Law No. 270/2018 on single system of compensation in the budget sphere.

5. To the Ministry of Agriculture and food industry:

5.1. perform function of the founder of public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine" on behalf of the state;

5.2. organize process of reorganization of the legal entities specified in Item 1;

5.3. within 15 days from the effective date of this resolution to found the commission on cession of property of the reorganized legal entities. Perform cession of property according to the Regulations on procedure for transfer of objects of public property approved by the Order of the Government No. 901/2015;

5.4. within 6 months from the effective date of this resolution to develop and submit to the Government for approval methodology of calculation of rates, the nomenclature of services and the size of rates for the services rendered by public organization "National Institute of Applied Researches in the field of Agricultural Industry and Veterinary Medicine".

6. To the agency of public property together with National institute of applied researches in the field of agricultural industry and veterinary medicine to determine the areas of agricultural holdings necessary for implementation of research activities.

7. Before approval of methodology of calculation of rates, the nomenclature of services and the size of rates for the rendered services, and also the new rates calculated on its basis to apply applicable fares on the services rendered by the reorganized legal entities.

8. To perform change or the termination of employment relationships with workers of the reorganized legal entities according to the Labor code of the Republic of Moldova No. 154/2003. To cover the expenses connected with change or the termination of employment relationships with workers of the reorganized legal entities for the account and within financial resources of the reorganized legal entities.

9. To cover expenses on enforcement of this resolution at the expense of means of the reorganized legal entities.

10. To impose control over the implementation of this resolution on the Ministry of Agriculture and the food industry.

11. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.
