About measures for further increase in level of farm mechanization

For the purpose of widespread introduction of modern agrotechnologies in agricultural industry, step-by-step complete mechanization of crops, cultivation and harvesting of cultures, and also increases in agrarian industry of level of field service (technical inspection of condition and repair) of agricultural machinery and development of technology base of service workshops:

1. Take into consideration information of the Ministry of Agriculture, Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan on transition since 2025 in coordination with producers of cotton to step-by-step crops of seeds of cotton on all squares sowed by cotton, two-lower case method with width of row-spacings of 76 cm by means of multifunction seeders of exact piece seeding (by laying of hose under film), and also to mechanical picking of harvest of seed cotton.

2. To the ministry of investments, industry and trade, the Ministry of Economics and finance, and also to the Ministry of Agriculture for the purpose of the organization in 2025-2026 or on the terms of leasing to the producers of agricultural products, agricultural cooperations, agricultural enterprises, entrepreneurs rendering agrotechnical services makhallyam to provide deliveries of the modern agricultural machinery given in appendix No. 1 to this resolution on the basis of the credit:

allocation in a month to the leasing organizations of 34 million US dollars at the expense of the funds allocated within the project of the World Bank "Upgrade of agricultural industry" and also 19, of 5 million US dollars at the expense of the funds allocated within the project of the World Bank "Development of rural entrepreneurship in the Fergana Valley", considering receipt of consent of the World Bank in the direction of these means to the leasing organizations in accordance with the established procedure;

approval of the World Bank in the three-months time of question of the direction on purchase of modern agricultural machinery of 65 million US dollars at the expense of the means provided on projects of ready gardens and small agrologistics within the project of the World Bank "Upgrade of agricultural industry", and also entering of corresponding changes into the loan agreement.

3. To the chairman of the board of Ministers of the Republic of Karakalpakstan and hokima of areas till February 1, 2025 to provide completion of works on forming of the applicants list on purchase of mechanical cotton pickers, laser schedulers, multifunction seeders of exact piece seeding of the seeds of cotton which are purchased in 2025 and also to the conclusion of contracts with their suppliers and the direction of advance means.

4. Determine that:

a) since January 1, 2025 privileges (subsidies, tax and customs privileges, financial support) applied according to the current legislation by delivery of agricultural machinery extend only to the agricultural machinery released by domestic manufacturers and by means of dealers;

b) for a period of up to January 1, 2027 are exempted from customs duty and utilization collection:

pickers, self-propelled forage and garden combines, the equipment for instillation and the outplantings imported from abroad by the producers of agricultural products, agricultural cooperations and entrepreneurs rendering agrotechnical services to agricultural industry for own needs according to the list created in accordance with the established procedure and also term of release of which does not exceed 10 years and the level of their operation does not exceed 50 percent of the motor potential established by the producer;

new pickers, self-propelled forage and garden combines, the equipment for instillation and the outplantings imported from abroad by domestic manufacturers and dealer service;

c) since March 1, 2025 carrying out the state registration and operation of new tractors and combines without installation on them of the GPS device which procurement is conducted with use of the privileges determined by the current legislation (subsidies, tax and customs privileges, financial support) including imported and made in the republic is forbidden;

d) since January 1, 2028 in case of crops of seeds of cotton and wheat for the main harvest of cotton and grain use of seeders without exact piece seeding is forbidden;

e) in case of realization to other persons within 3 years of new tractors and the combines given in appendix No. 1 (line items 1 - 6) to this resolution, the privileges which were purchased with use (subsidies, tax and customs privileges, financial support) determined by the current legislation, all provided privileges are cancelled and the amounts of privileges are collected in the income of the Government budget using penalty in the amount of 25 percent;

e) expenses on training and retraining of jobless youth as specialists in servicing of modern agricultural machinery and operators on control of this equipment (tractor operator-driver) on the basis of the directions of the centers of assistance of employment of the population for the request (requirement) of the subjects of entrepreneurship servicing agricultural machinery become covered at the expense of the State fund of assistance of employment;

g) for the term of 1 January of 2025 till January 1, 2028 to the subjects of entrepreneurship (except for clusters) rendering services in repair of agricultural machinery, providing agrotechnical services, including the laser layout of acreage, stamping and defoliation of cotton, rates of the land tax from legal entities and the property tax of legal entities decrease by 50 percent.

5. To provide to the Ministry of Agriculture together with Inspectorate for control of agro-industrial complex:

maintaining the state register of dealers on realization of the imported agricultural machinery;

introduction in a month into the Cabinet of Ministers on approval of requirements for dealer services (activities registration, observance of ecological and technical standards, certification, increase in professional skill of tractor operators-drivers, business insurance, after-sale guarantee and post-warranty maintenance).

6. Exempt till January 1, 2028 from customs duty the component parts and spare parts of agricultural machinery imported from abroad by domestic enterprises on production of agricultural machinery for own needs according to the list created in accordance with the established procedure.

At the same time to determine that accounting of the means saved at the expense of this privilege is conducted separately and they go for expansion and upgrade of national production, in case of failure to carry out of this requirement these means are collected in the income of the Government budget.

7. To provide JSC Uzavtosanoat together with the Ministry of Agriculture:

till April 1, 2025 localization of production of 100 units of multifunction seeders of exact piece seeding of seeds of cotton with involvement of the foreign companies, till September 1, 2025 - 50 units of modern pickers, on 10 units of the forage and garden harvesters, technicians for instillation and outplanting, and also studying of efficiency of the above-stated equipment in the mode of accomplishment of agrotechnical actions for harvest of 2025 with involvement of industry research institutions;
