About measures for improvement of tourist infrastructure, and also construction of modern service and tourist objects in mountain and recreational zones of the Surkhandarya region

For the purpose of effective use of the available tourist potential, development of complexes of rendering services and objects of tourist infrastructure, including hotels, marital guest homes, objects of improvement, public catering, trade and service, sanatoria and the international all-weather resort areas on the basis of the master plan, and also creation of new workplaces in the mountain and foothill territories of the Surkhandarya region:

1. Take into consideration that by khokimiyat of the Surkhandarya region with assistance of the Ministry of Economics and finance with involvement of the leading domestic and foreign companies the drafts of master plans providing placement of modern complexes of rendering services and objects of tourist infrastructure, including objects of beach tourism, hotels, marital guest homes, objects of improvement and public catering, trade and entertaining and other service objects on the parcels of land by Ploshchad 220,5 of hectare in the territory of Omonkhon's kishlak in Baysunsky district of 615 hectares in the territory of kishlak Sangardak in Saryasiysky district and of 110 hectares in the coastal territory of water storage basin of Oktep in Dzharkurgansky district are developed.

2. Approve offers of the Ministry of ecology, environmental protection and climate change, the Ministry of Economics and finance, and also khokimiyat of the Surkhandarya region on creation:

The tourist center "Omonkhona" on the parcels of land total area of 220,5 of hectare in the territory of Baysunsky district;

The tourist center "Sangardak" on the parcels of land with a total area of 615 hectares in the territory of Saryasiysky district;

The tourist center "Obikhayot" on the parcels of land with a total area of 110 hectares in the coastal territory of water storage basin of Oktep in the makhall "Obikhayot" in Dzharkurgansky district;

Directorates on development and management of tourist infrastructure in the Surkhandarya region in the form of public institution (further - Directorate) for development and management of the tourist centers "Omonkhona", "Sangardak" and "Obikhayot" (further - the tourist centers).

3. Approve:

The description of borders of the territory of the tourist center "Omonkhona" according to appendix No. 1 *;

The description of borders of the territory of the tourist center "Sangardak" according to appendix No. 2 *;

The description of borders of the territory of the tourist center "Obikhayot" according to appendix No. 3*.

At the same time to authorize the Cabinet of Ministers to make changes and additions to borders of the territories of the tourist centers and their description.

4. To khokimiyat of the Surkhandarya region together with Agency on management of the state assets to take measures for creation, placement of Directorate and its providing with necessary material and technical resources in a month.

5. Determine that in the territory of the tourist centers:

the parcels of land public are allocated for construction of facilities of infrastructure and social value according to drafts of the master plan, the master plan and the detailed layout of Directorate and (or) to other state bodies, organizations and the companies performing tasks on construction, content and operation of these objects on the right of permanent use;

the empty parcels of land which according to drafts of the master plan, the master plan and the detailed layout are intended for implementation of business and town-planning activity are implemented at electronic online auction on the basis of the property right or the right of lease;

the empty parcels of land are implemented at electronic online auction with separation into lots with condition of construction of facilities, the provided drafts of the master plan, the master plan and the detailed layout of the tourist centers. 6. Agree with the offer of the Ministry of Economics and finance, Agencies on management of the state assets, and also khokimiyat of the Surkhandarya region about exposure to electronic online biddings of the empty parcels of land in the territory of the tourist centers with payment term by installments in equal shares within 10 years for the purpose of construction in 2025 - 2027 in the specified territories of hotels, marital guest homes, complexes of rendering services and vacation spots with attraction of private investments.

At the same time according to the procedure of exception to determine that in cases when:

the amount of initial payment on the parcels of land realized on electronic online biddings constitutes more than 15 percent, the procedure for charge of percent on the main rate of the Central bank on the remained amount is not applied;

7. To khokimiyat of the Surkhandarya region together with the Ministry of Agriculture to introduce in Government commission on consideration of questions of change of categories of land fund of lands of agricultural purpose and forest fund the offer on transfer of the parcels of land given in appendix No. 4 *, from category of not irrigated lands of agricultural purpose and lands of forest fund in category of lands of the industry, transport, communication, defense and other appointment.

8. Determine that for the purpose of laying of external engineering and communication networks to the territory of building of objects in the tourist centers, their transfer, and also creation of necessary infrastructure according to the approved design estimates are carried out:

works on construction of power networks - by orders of the organization as a part of JSC Regionalnye elektricheskiye seti;

works on construction of systems of drinking water supply and the sewerage - by orders Engineering Company on Construction of Facilities of Water Supply and the Sewerage Unitary Enterprise as a part of JSC Uzsuvtajminot;

works on construction of communication networks and the Internet - by orders of JSC Uzbektelekom;

works on construction and repair of highways - by orders of the companies in system of Committee on highways.
