About entering of amendments and changes into the Law "About Police"
(In edition of the Law of the Republic of Armenia of 24.10.2025 No. ZR-323)

Article 1. No. ZR-177 "About police" (further - the Law) after words "law" to add part 2 of article 2 of the Law of April 16, 2001 with the words "and the laws regulating activities of structural divisions of police".
Article 2. Add the law with Article 5.2 of the following content:
"Article 5.2. Principles of application of enforcement powers by police
1. Application of enforcement powers is admissible only if it is impossible to provide with other means proper accomplishment of the obligations of police provided by this Law.
2. The enforcement power can be applied to person only within the mechanisms and procedures based on guaranteeing its rights and freedoms.
3. The applied enforcement power shall be the legal purpose, suitable and necessary for achievement, determined by the law. Application of enforcement powers shall be pro rata to the purpose of equilibration of public concerns.
4. In case of the choice of enforcement measure the police officer is guided by the principle of minimum. It is forbidden to apply to person more severe measure of coercion, than that by means of which it is possible to provide proper execution of the obligation provided by this Law.
5. The physical compulsion breaking security of person of the person on condition of the minimum necessary intervention is admissible only if he voluntarily does not fulfill the legal requirement of the police officer or other competent person.
6. Application of enforcement power shall be immediately stopped if the bases for its application provided by this law are eliminated.
7. Application of enforcement powers to person shall not contain elements of punishment, tortures, brutal or degrading treatment, causing physical or mental sufferings.
