About distribution of amounts of the tariff quotas concerning separate types of the goods coming from the Republic of Serbia in 2025

The government of the Russian Federation decides:

1. Approve the enclosed Rules of calculation of amounts of the tariff quotas established by the decision of Board of the Eurasian economic commission of September 23, 2024 No. 108 "About establishment for 2025 of amounts of the tariff quotas concerning the separate types of the goods coming from the Republic of Serbia and imported in the territory of state members of the Eurasian Economic Union".

2. To the Ministry of Economic Development of the Russian Federation:

a) till December 20, 2024 to distribute the amounts of the tariff quotas established for 2025 by the decision of Board of the Eurasian economic commission of September 23, 2024 No. 108 "About establishment for 2025 of amounts of the tariff quotas concerning the separate types of the goods coming from the Republic of Serbia and imported in the territory of state members of the Eurasian Economic Union" concerning cheeses other (except for the Glarsky cheese made with addition of the herbs, cheese to Butterkaza and cheese from sheep or goat milk coming from the Republic of Serbia and classified by codes 0406 90 690 0, 0406 90 740 0, 0406 90 860 0, 0406 90 890 0, 0406 90 920 0, 0406 90 930 0, 0406 90 990 1 and 0406 90 990 9 CN FEA EEU which import to customs area of the Eurasian Economic Union is performed using tariff preference in the form of exemption of import customs duties in the presence in column 8 of the certificate of origin of the mark "Glarus cheese with herbs", either "Buttercase cheese", or "Cheese made of goat" s or sheep "s milk") (codes 0406 90 690 0, 0406 90 740 0, 0406 90 860 0, 0406 90 890 0, 0406 90 920 0, 0406 90 930 0, by 0406 90 990 1 and 0406 90 990 9 TH foreign trade activities of EEU) (further - cheeses), the spirit tinctures received as a result of distillation of grape wine or residue of grapes other (codes 2208 20 290 0 and 2208 20 890 0 CN FEA EEU) (further - spirit tinctures), the cigarettes which are containing tobacco (codes 2402 20 100 0 and 2402 20 900 0 CN FEA EEU) (further - the cigarettes), coming from the Republic of Serbia calculated according to the Rules approved by this resolution between the participants of foreign trade activity performing import to the Russian Federation of cheeses other (codes 0406 90 690 0, 0406 90 740 0, 0406 90 860 0, 0406 90 890 0, 0406 90 920 0, 0406 90 930 0, 0406 90 990 1 and 0406 90 990 9 CN FEA EEU) (further - cheeses other), spirit tinctures, the cigarettes coming from the Republic of Serbia, from October 1, 2021 to September 30, 2024 (inclusive) according to customs procedure of release for internal consumption in proportion to amounts of cheeses of the other, spirit tinctures and cigarettes coming from the Republic of Serbia, imported from October 1, 2021 to September 30, 2024 (inclusive) according to customs procedure of release for internal consumption;

b) post on the official site of the Ministry of Economic Development of the Russian Federation on the Internet and provide data on the amounts of the tariff quotas distributed according to the subitem "an" of this Item between participants of foreign trade activity to the Ministry of Industry and Trade of the Russian Federation.

3. To the Ministry of Industry and Trade of the Russian Federation to perform during the period from December 24, 2024 to December 31, 2025 (inclusive) issue to participants of foreign trade activity of import licenses of cheeses, spirit tinctures and cigarettes within amounts of the tariff quotas distributed according to Item 2 of this resolution.

4. The decision on issue of licenses, the stipulated in Item 3 presents of the resolution, or on refusal in their issue is accepted by the Ministry of Industry and Trade of the Russian Federation within 15 working days from the date of giving in accordance with the established procedure by the participant of foreign trade activity of the corresponding statement.

Effective period of the specified licenses is established from the date of their issue (but not earlier than January 1, 2025) till December 31, 2025 (inclusive).

5. Provide to the Federal Customs Service to the Ministry of Economic Development of the Russian Federation:

a) in 2-day time from the date of entry into force of this resolution - the list of the participants of foreign trade activity importing into the Russian Federation cheeses the other, spirit tinctures or cigarettes coming from the Republic of Serbia, from October 1, 2021 to September 30, 2024 (inclusive) according to customs procedure of release for internal consumption with indication of amount of import of cheeses by them other (in kilograms), spirit tinctures (in liters of 100% of alcohol) or cigarettes (in pieces);

b) not later than in 39 calendar days after the termination of each month under report (starting with the report for January, 2025) - data on amounts of the cheeses, spirit tinctures and cigarettes coming from the Republic of Serbia, imported into the Russian Federation within the tariff quotas specified in the subitem "an" of Item 2 of this resolution in month under report and the accruing result since the beginning of year;

c) till November 3, 2025 - the list of the participants of foreign trade activity importing into the Russian Federation cheeses the other, spirit tinctures or cigarettes coming from the Republic of Serbia, from October 1, 2022 to September 30, 2025 (inclusive) according to customs procedure of release for internal consumption with indication of amount of import of cheeses by them other (in kilograms), spirit tinctures (in liters of 100% of alcohol) or cigarettes (in pieces).

6. This resolution becomes effective from the date of its official publication.
