1. Approve the enclosed standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of television observation (video surveillance).

2. This Decision becomes effective after 6 months from the date of its official publication.

Standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of television observation (video surveillance)

I. General provisions

1. These standard requirements determine requirements to arrangement and hardware of again under construction or reconstructed buildings, constructions, rooms, the open areas equipped with technical means of customs control, engineering, information, telecommunication systems and means of their providing (elements of customs infrastructure), located in places of movement of goods through customs border of the Eurasian Economic Union (further - the Union), system of television observation (video surveillance) of control of process of the omission of goods, vehicles, physical persons, detection of potentially dangerous and illegal actions when implementing customs control of making of customs transactions and notifications of officials of monitoring bodies about such actions (further - STN).

2. The elements of customs infrastructure located in places of movement of goods through customs border of the Union are equipped and technically equipped taking into account the features of their functional purpose connected with ensuring activities of customs authorities, STN which consists from:

a) video cameras;

b) equipment of management (administration), control of PTZ video cameras (in the presence);

c) system and application software;

d) equipment of storage of video information;

e) equipment of display of video information;

e) equipment of reserve food.

II. General standard requirements to STN located in places of movement of goods, vehicles through customs border of the Union

3. By means of STN shall be provided:

a) the round-the-clock year-round operating mode (except for time necessary for carrying out transactions on planned maintenance of STN) in the mode of remote video surveillance;

b) display and data recording, automatic creation of STN archive proceeding from technical characteristics and the established settings of STN;

c) possibility of copying and information transfer on communication channels.

III. Standard requirements to basic elements of STN

4. The following requirements are imposed to the video cameras established in venues of customs examination (survey):

a) in case of placement of video cameras out of rooms:

sensitivity - is at least lx 0,01;

lens - with autofocusing;

the image from the video camera - color;

the minimum permission - at least 2 megapixels;

optical zoom - availability;

b) in case of placement of video cameras in rooms less than 10 sq.m:

sensitivity - is at least lx 0,01;

lens - with autofocusing;

the image from the video camera - color;

the minimum permission - at least 4 megapixels;

availability of infrared illumination with range - at least 5 m;

c) in case of placement of video cameras in rooms of 10 sq.m and more:

sensitivity - is at least lx 0,01;

lens - with autofocusing;

the image from the video camera - color;

the minimum permission - at least 4 megapixels;

availability of infrared illumination with range - at least 20 m;

optical zoom - availability.

5. To the video cameras established in other places in the territory of which customs transactions can be made and customs control can be carried out, the following requirements are imposed:

sensitivity - is at least lx 0,01;

the minimum permission - at least 2 megapixels;

availability of infrared illumination with range - at least 5 m;

the image from the video camera - color;

optical zoom - availability.

6. The following operational requirements are imposed to video cameras and to places of their installation:

a) the quantity and types of video cameras (stationary and rotary), places of their installation and necessary viewing angles of the territory are determined when designing based on requirements of customs authorities for the purpose of possibility of carrying out customs control, operational monitoring and the analysis of making of the customs transactions including connected with implementation of the actual customs control;

b) the temperature range for operation of STN video cameras in case of their arrangement out of the heated or conditioned rooms - from - 30 to + 40 °C;

c) providing the round-the-clock power supply of video cameras - from power supply units (220/12 B or 220/24 B) or by means of the Ethernet cable.

7. The following requirements are imposed to the equipment of management (administration), control of PTZ video cameras (in the presence) and to places of their placement:

a) the equipment of management (administration), control of PTZ video cameras shall be established in places, the possibility of unauthorized access to which is excluded;

b) availability of the device of registration of the video image with possibility of ensuring program compression of information and record of the video image on the hard drive with speed of record at least 10 frames per second on the canal, receipts of information in case of video image format at least 2 megapixels and storages within at least 30 days;

c) availability of standards of compression of the video image - H.264, H .265, MPEG-4, MJPEG;

d) availability of protocols of data transmission - TSP/IP, UDP, RTSP, SMTP, FTP, SNTP;

e) web interface availability for access to STN;

e) availability of possibility of viewing of videoarchive by criteria: date, time, number (description) of the video camera;

g) availability of function of ensuring the authorized access (login and the password) for customs authority to the STN web interface;

h) availability of possibility of interface of STN to other information software;

i) availability of support of hierarchical management of access rights to functions of the STN system;
