Approve Regulations on procedure for issue of expert opinions by authorized bodies on evacuation of wild live animals, separate wild-growing plants and wild-growing medicinal raw materials, permissions and/or certificates on import, export of the animal species and plants, their parts or derivatives falling under operation of the Convention CITES according to appendix.

2. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic to take the measures following from this resolution.

Declare invalid the order of the Government of the Kyrgyz Republic "About approval of Regulations of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic on issue of export permits of objects of animal and the flora which are not falling under operation of the Convention CITES out of limits of the Kyrgyz Republic, on import, export of the animal species and plants, their parts or derivatives falling under operation of the Convention CITES, (v) out of limits of the Kyrgyz Republic" of March 9, 2011 No. 101.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective from the date of official publication.

Chapter 1. General provisions

1. The regulations on procedure for issue of expert opinions by authorized bodies on evacuation of wild live animals, separate wild-growing plants and wild-growing medicinal raw materials, permissions and/or certificates on import, export of the animal species and plants, their parts or derivatives falling under operation of the Convention CITES (further - the Provision), determine procedure and terms of issue of expert opinions, permissions and/or certificates.

2. CITES authorized bodies are Administrative and Scientific bodies.

Administrative authority of the Kyrgyz Republic in case of realization of Provisions of the Convention CITES is the state body on environmental protection of the Kyrgyz Republic, Scientific competent authority of the Kyrgyz Republic in case of realization of Provisions of the Convention - National academy of Sciences of the Kyrgyz Republic.

3. The terms and determinations used in this Provision:

1) Convention CITES - The convention on international trade in the types of wild fauna and flora which are under the threat of disappearance (further - the Convention);

2) type - any kind, subspecies or its geographically isolated population;

13) country of source - the country in which this or that sample was got in the wild environment or is born or removed in bondage or gets divorced in the artificial way, or is received as a result of introduction;

14) introduction from the sea - import to the Kyrgyz Republic of the samples of any kind got in the marine environment, which are not under jurisdiction of any state including airspace over the sea, and also seabed and its subsoil;

15) removed in bondage - treats only posterity, including eggs, given rise or otherwise made in the controlled circle from parents who copulated or otherwise transferred the gametes in the controlled circle as it is determined in resolutions of the Conference of the Parties;
