1. Conduct from December 1, 2024 to June 30, 2025 in the territory of the Russian Federation experiment on implementation of monitoring of the Russian producers of the goods which are subject to obligatory marking by means of identification, with use of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further respectively - information system of monitoring, experiment).

2. Approve enclosed:

Regulations on carrying out in the territory of the Russian Federation experiment on implementation of monitoring of the Russian producers of the goods which are subject to obligatory marking by means of identification, with use of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification;

the inventory concerning which producers the experiment on implementation of monitoring of the Russian producers of the goods which are subject to obligatory marking by means of identification is made, with use of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification.

3. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance, Federal Service for the Oversight of Consumer Protection and Welfare, Federal Accreditation Service and Federal State Statistics Service (further - authorized bodies).

1. This Provision establishes procedure for carrying out in the territory of the Russian Federation experiment on implementation of monitoring of the Russian producers of the goods which are subject to obligatory marking by means of identification (further respectively - the Russian producers, goods), with use of the state information system of monitoring of turnover of goods (further - information system of monitoring), regarding reliability of the information on production of goods provided by participants of turnover of goods in information system of monitoring (further - experiment), with attraction of the federal executive bodies authorized on ensuring carrying out experiment, and authorities of subjects of the Russian Federation.

2. The purposes of experiment are:

a) development of algorithms of implementation of monitoring of the Russian producers regarding reliability of data on production of the goods provided by participants of turnover of goods in information system of monitoring;

b) development of criteria of information analysis, containing in the state information systems, including in information system of monitoring, information resources of Federal Service for the Oversight of Consumer Protection and Welfare, Federal Service for Veterinary and Phytosanitary Surveillance, Federal Accreditation Service and Eurasian economic commission, for determination of participants of turnover of goods concerning whom implementation of monitoring of the Russian producers is reasonable;

c) forming of criteria and procedure (mechanism) for implementation of monitoring of the Russian producers;

d) approbation of the procedure of implementation by the operator of information system of monitoring by results of monitoring of the Russian producers of the following actions:

restriction of issue of codes of marking to the Russian producers in case of identification of violations regarding provision of false information on production of goods in information system of monitoring;

blocking of the marking codes which are earlier issued to the Russian producers and being in circulation in case of confirmation of the fact elicited violations;

e) working off of the mechanism of pre-judicial appeal by the Russian producers of decisions of the operator of information system of monitoring on implementation of restrictions (refusal) of issue of codes of marking to the Russian producers in case of identification of the fact of provision of false information on production of goods in information system of monitoring, and also about blocking of the marking codes which are earlier issued to the Russian producers and being in circulation in case of confirmation of the fact elicited violations;

e) preparation of the offers on introduction of amendments to the legislation of the Russian Federation and regulatory legal acts of the Government of the Russian Federation following the results of carrying out experiment concerning including possibilities of application of restrictions (refusal) of issue of codes of marking to the Russian producers in case of identification by results of monitoring of the Russian producers of the fact of provision of false information on production of goods in information system of monitoring, and also blocking of the marking codes which are earlier issued to the Russian producers and being in circulation in case of confirmation of the fact elicited violations.

3. Participants of experiment are:

a) the federal executive bodies authorized on ensuring carrying out experiment;

b) executive bodies of subjects of the Russian Federation in the location of production of goods (in case of their consent to participation in experiment);
