About measures for further enhancement of public administration in the field of agricultural industry

In recent years in the country certain work on reforming of agricultural and food spheres, in particular to enhancement of system of public administration in this direction is carried out.

At the same time duplication of tasks and functions of state bodies in the agro-industrial sector of regions and lack of single system of management on places interfere with adjustment of effective cooperation, implementation of single state policy and realization up to standard of strategic tasks and reforms in the field of. The current situation causes need of implementation of the single integrated system of public administration in the field of agricultural industry in regions.

For the purpose of implementation of the compact, integrated system of public administration in the agrarian sphere conforming to modern requirements in the conditions of New Uzbekistan, and also further increase in efficiency of the performed reforms and transformation of activities of system:

1. Enter:

in structures of Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas - position of the vice-chairman of Council of Ministers of the Republic of Karakalpakstan and the deputy of hokim of area concerning agricultural and water economy - the Minister of Agriculture of the Republic of Karakalpakstan, the chief of regional Deraptment of Agriculture appointed to position and dismissed on representation of the Minister of Agriculture of the Republic of Uzbekistan according to the procedure, established by acts of the legislation;

in structures of khokimiyats of districts (city of Kuvasaya) - position of the deputy of hokim concerning agricultural and water economy - the chief of the district (city of Kuvasaya) of department of the agricultural industry appointed to position and dismissed on representation of the vice-chairman of Council of Ministers of the Republic of Karakalpakstan and the deputy of hokim of area concerning agricultural and water economy - the Minister of Agriculture of the Republic of Karakalpakstan, the chief of regional Deraptment of Agriculture according to the procedure, established by acts of the legislation.

2. - to the Minister of Agriculture of the Republic of Karakalpakstan, chiefs of regional Deraptments of Agriculture, and also deputies of hokim of districts (city of Kuvasaya) concerning agricultural and water economy - to chiefs of district departments (city of Kuvasaya) of agricultural industry to pay to the vice-chairman of Council of Ministers of the Republic of Karakalpakstan and deputies of hokim of areas concerning agricultural and water economy special attention:

to implementation of mechanisms of reducing the state participation and increase in investment appeal in the field of way of increase in flow of the private investment capital for ensuring food security of upgrade, diversification and support of strong growth of food and agricultural spheres;

to taking measures to conditioning for satisfaction of steadily growing need of the population of the republic for water, economy of water resources and to ensuring their effective use;

to creation favorable agrobusiness climate and the chains of value added providing widespread introduction of the market principles in purchase and realization of agricultural products, development of infrastructure of quality control, creation of the favorable investment circle, increase in export, production competitive in the target international markets high-quality agricultural and provisions;

to providing program implementation of development of the rural territories providing assistance to the balanced and sustainable development of the rural zone;

to taking measures to widespread introduction of digital (smart) technologies, the organization of new workplaces and services in the field of agricultural industry.

3. Abolish:

in structures of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas - position of the vice-chairman of Council of Ministers of the Republic of Karakalpakstan, the deputy of hokim of area concerning agricultural and water economy;

in structures of khokimiyats of districts (city of Kuvasaya) - position of the deputy of hokim concerning agricultural and water economy;

in structure of the Ministry of Agriculture (further - the ministry) - position of the Minister of Agriculture of the Republic of Karakalpakstan and the chief of regional Deraptment of Agriculture, and also the chief of the district (city of Kuvasaya) of department of agricultural industry.

At the same time at the expense of the established posts of the ministry abolished according to this Item in its territorial subdivisions the position of the worker responsible for ensuring food security is entered.

4. To the Ministry of Agriculture in two-month time to bring in the Cabinet of Ministers:

the draft of the regulatory legal act concerning powers of the ministry in the field of production of food products and ensuring food security;

the bill on introduction of corresponding changes and amendments in the Code about the administrative responsibility for non-execution of representations in the field of ensuring food security.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the Minister of Agriculture I. Yu. Abdurakhmonov to take measures for ensuring effective implementation of the tasks determined in Item 2 of this resolution, and also to the solution of the arising problems.

6. To the Ministry of Agriculture together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

7. Make changes and additions to some acts of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix.

8. Assign to the Minister of Agriculture I. Yu. Abdurakhmonov the personal responsibility for the effective organization of execution of this resolution.
