About additional measures for support of producers and creation for them ample opportunities in public procurements

For the purpose of effective implementation of the reforms determined by Strategy "Uzbekistan - 2030", execution of the priority tasks designated within the fourth open dialogue of the President of the Republic of Uzbekistan with entrepreneurs spent on August 20 the current year, and also providing favorable competitive environment for producers when implementing public procurements, supports of their participation in these processes:

1. Implement the open and transparent Ecosystem of producers providing the following directions of the offer producers of the goods made by them since January 1, 2025:

development of the industrial card about producers by regions and goods;

establishment of cooperation communications between the state customers and producers, and also between producers and creation of opportunity for the conclusion of ofteyk-contracts;

the organization of free trading floor in shape "marketpleys" in the B2B and B2C format;

purchase of goods by the state customers in priority procedure at the producers included in the Ecosystem of producers, except for purchases within projects with participation of the international financial institutions and the foreign government financial organizations on which the separate procedure is established.

Determine the Ministry of Economics and finance the organization responsible for complete implementation and ensuring steady functioning of the Ecosystem of producers.

2. Determine that:

for the purpose of further expansion of participation of producers in public procurements the system of work "tadbirkorbay" on the basis of the principle "public procurements - help to business" takes root;

employees of bodies of economy and finance, treasuries together with assistants to hokim conduct address work with each entrepreneur who is engaged in productive activity and render them assistance in active participation in public procurements;

registration of producers on special information portal of public procurements is carried out, their offers are placed in all electronic systems of public procurements at the same time;

at the auction held by means of electronic shop and auction on lowering of the starting price, to producers payment in proportion to the amount of goods delivered by them is performed.

3. Approve offers of the Ministry of Economics and finance about:

provision to subjects of entrepreneurship from among producers with the "high" and "average" rating of stability of discount in the amount of 50 percent of sales charge for participation in public procurements - in all electronic systems of public procurements;

not introduction by subjects of entrepreneurship from among producers with the "high" and "average" rating of stability of additional deposit with participation in procedures of purchases - in all electronic systems of public procurements.

4. Establish procedure according to which since January 1, 2025:

key performance indicators of activities of heads and deputy managers of republican executive bodies and economic associations are determined on the basis of such criteria as sharp reducing amount of the signed direct agreements, and also import when implementing public procurements according to the Presidential decree of the Republic of Uzbekistan of March 13, 2024 No. UP-49;

the system of regular representation following the results of every half-year takes root by republican executive bodies and the large state enterprises of reports into the Cabinet of Ministers on the public procurements, including the taken measures for sharp reducing share of import and direct procurements conducted by them;

the state bodies exercising control in the sphere of public procurements regularly open data on the revealed offenses, mistakes and shortcomings of this sphere on special information portal of public procurements with compliance with law about personal data;

the scoring system of assessment of activities of the subjects of entrepreneurship participating in procurement procedure as the applicant for implementation of public procurements in the course of public procurements on special information portal on the basis of the data received from electronic information systems without human factor takes root;

on special information portal of public procurements take place and training materials about participation in public procurements in the foreign states are quarterly updated.

5. To the Ministry of Economics and finance in three-months time:

together with Chamber of Commerce and Industry it is cardinal to review functioning of the electronic cooperation portal, to take measures for its enhancement;

in cooperation with foreign experts to make in the Cabinet of Ministers offers on elimination of the existing problems, implementation of new methods and mechanisms in system of public procurements, and also about participation of subjects of entrepreneurship in public procurements by creation of consortium.

6. Agree with the offer of the Ministry of Economics and finance by training under the Ministry of Economics and finance of the Group of reforming of purchases conducting activities on a voluntary basis and consisting of active producers in the relevant industry associations, for the purpose of carrying out regular discussion of efficiency of the carried-out practical work and involvement of the available opportunities in the sphere of public procurements.

Studying of efficiency of the opportunities created for producers in the sphere of public procurements and involvement in practice of the available additional opportunities in this sphere, and also preparation of relevant proposals in this direction to determine one of the main objectives of the specified Group.

7. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent the organization on permanent basis of propaganda activities for expansion of participation of subjects of entrepreneurship, including the manufacturing companies, in public procurements.

8. To the Ministry of Economics and finance together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. Assign to the deputy prime minister D. A. Kuchkarov the personal responsibility for the effective organization of execution of this resolution.
