About measures for raising on new stage of system of basic preconscription training of the studying youth

1. Agree with the following offers of the Ministry of Defence and Ministry of preschool and school education on raising on new stage of system of basic preconscription training of the studying youth by creation of vertical educational system of youth in the spirit of high patriotism providing:

a) implementation from 2025/2026 academic years of new system of increase in prestige of the subject "Basic Preconscription Training" (further - NDP) and coordination of activities of heads of NDP in the general average educational organizations (Presidential, creative and specialized educational institutions) (further - the educational organizations), at the same time to determine:

creation in the republic of updated training programs and textbooks in subject NDP on the basis of the principle "Feeling of participation in destiny of the Homeland, active living position";

teaching subject NDP in the educational organizations in volume of two hours a week.

At the same time inclusion in the basic curriculum of additional loading in volume of one hour a week at 10-11 classes;

b) implementation in system of the Ministry of Defence of position "the head of basic preconscription training" (further - the head of NDP) and acceptance by the Ministry of Defence to this position of graduates of the Preinduction Military Education direction of faculties of military training of the highest educational organizations, contract servicemen of the ordinary, sergeant and officer structures with the higher education consisting in reserve (inventory) of Armed Forces in coordination with territorial subdivisions of the Ministry of preschool and school education, the Ministry of the higher education, science and innovations;

c) increase in military qualification on patriotic orientation of heads of NDP - in system of defense, their pedagogical skills - in education system;

d) development of indicators of efficiency evaluation of activities (KPI) of heads of NDP;

e) education within the operating established posts of the Ministry of Defence and Ministry of preschool and school education respectively:

Department of basic preconscription training and work with youth (further - Department) the Ministries of Defence based on Department of youth of Head department of educational and ideological work of central office of the Ministry of Defence and military patriotic movement For children and young people "Vatan of tayancha";

Department of coordination of patriotic and basic preconscription training in central office of the Ministry of preschool and school education;

e) organization of activities "School of courage" for education of children from early age in the spirit of boundless commitment to the Homeland, physically healthy and spiritually developed persons based on one comprehensive high school in each area (city) of the republic. At the same time to provide:

establishing activities of network circles for sports of children's schools "Barkamol Avlod" at the above-stated schools;

organization of military and sports competitions, intellectual quizes and tenders;

implementation of system of fixing to "schools of courage" of the highest military and the militarized educational organizations of the ministries and departments which are part of Armed Forces as organizations on rendering the methodical help proceeding from the direction them activities.

2. Determine that:

a) since June 1, 2025 in the educational organizations the position "the deputy director on training of youth in the spirit of patriotism - the head of preconscription military training" is abolished and their established posts are transferred to the Ministry of Defence, at the expense of these established posts the position of the head of NDP is entered, at the same time heads of NDP carry out the following tasks:

education of youth in military patriotic spirit, its orientation to the military profession, the organization of works on holding military and sports competitions and classes in subject NDP in the educational organizations attached by the Ministry of Defence;

work on selection of the studying youth in military educational institutions;

management of activities of groups "Vatan of Tayancha" and carrying out practical training in military units and on polygons;

b) to heads of NDP:

the base wage rate of the teacher of the general average educational organizations is established;

the annual labor leave established by acts of the legislation for employees of the general average educational organizations is granted;

the one-time initial monetary assistance in the 50-fold size of basic settlement size and monthly monetary compensation in the double size of basic settlement size for lease (employment) of housing according to the procedure established by the Presidential decree of the Republic of November 6, 2020 No. UP-6108 is paid;

c) from 2025/2026 academic years in each created new educational organization 1 established post of position of the head of NDP is entered;

d) the Minister of Defence is granted the right to introduction in accordance with the established procedure of changes in organizational and regular structure of Department within the operating established posts.

3. "Schools of courage" are determined as basic schools of military patriotic orientation for comprehensive schools.

4. Determine the main directions of patriotic education of youth in the educational organizations:

forming at pupils of deep respect for spiritual and educational values, culture, customs of our people, such qualities, as honesty, decency, patriotism, commitment, dedication, and also feeling of national pride;
