About measures for further enhancement of system of social protection of children

For the purpose of enhancement of forms of the alternative device of the orphan children and children without parental support who were affected by violence and for this reason selected from family (further - the children needing social protection), and also ensuring integration into society of youth from among orphans and without parental support:

1. Determine the priority directions of state policy by social protection of children:

implementation of system of the social protection oriented to ensuring education of children in family environment, the prevention of social orphanhood by support and assistance in removal from poverty of families;

expansion of scale of the services oriented to integration into society of orphan children and children without parental support;

accommodation of orphan children and children without parental support, according to forms of the alternative device proceeding from their best interests;

carrying out step-by-step deinstitutionalization of form of the alternative device in the form of the placement to specialized educational agencies of orphan children and children without parental support;

implementation of effective system of protection of the rights and interests, providing representation of orphan children and children without parental support.

2. Agree with the offer of the National agency of social protection in case of the President of the Republic of Uzbekistan (further - the Agency) by determination of the following forms of the alternative device of children proceeding from their best interests:

establishment of guardianship and custody;

adoption (adoption) of the child;

transfer to foster (fosterny) home (acceptance in family on education (patronage), and also in orphanages of family type (short-term, long-term or specialized placement);

placement in specialized educational, improving and medico-social agencies.

3. Establish procedure according to which:

a) since January 1, 2025 the procedure for temporary acceptance of children from needy families to houses of mercy and orphanages is cancelled. At the same time assistants to hokim and social workers take measures for removal of families from poverty within the "From Poverty to Wellbeing" Program;

b) since February 1, 2025 in orphanages the service "House of Mother" for mothers, including expectant mothers who got into difficult life situation and were left without support of close relatives therefore were ready to refuse education of own child (further - mothers who got into difficult life situation) takes root. At the same time:

the temporary shelter for a period of up to 1 year based on the social agreement is provided to mothers who got into difficult life situation, and their children (who did not reach age of 4 years);

to mothers who got into difficult life situation there are social, legal, psychological and medical services, it maternal and professional skills take root;

Inson social service centers (further - the Inson centers) render assistance in mastering of professions and employment of mothers who got into difficult life situation;

c) since March 1, 2025 officially busy lonely mothers (fathers) included in the Register of poor families at the expense of means of the State Social Security Fund based on the social agreement are given financial support to the polutorakratny size of basic settlement size at the rate on one child for use of services of preschool education before achievement of three years by child(children) of age.

4. Determine that since February 1, 2025:

a) concerning identification of the children needing social protection:

the Inson centers carry out complex assessment of social condition and living conditions of the children needing social protection by results of which establish the social status of children;

before establishment of the social status and form of the alternative device of orphan children and children without parental support, and also victims of violence and for this reason selected from family, the procedure for their short-term placement in orphanages of family type for a period of up to six months takes root;

accommodation of children according to forms of the alternative device (except adoption (adoption) and acceptance in foster (fosterny) home) is performed based on the decision of the Inson centers, creation and abolition of orphanages of family type - regional governments of the Agency;

the room in foster (fosterny) home of orphan children and children without parental support, is performed based on the agreement signed between centers Inson and persons which accepted the child on education. At the same time the agreements signed with adoptive parents and (or) the decisions on accommodation of children made before adoption of this Decree remain in force before the expiration of accommodation of children according to forms of the alternative device;

b) concerning accounting of orphan children and children without parental support, and also persons who showed willingness to accept them in one of forms of the alternative device:

identification of orphan children and children without parental support, and also accounting of such children and persons who showed willingness to accept them in one of forms of the alternative device (further - candidates) are performed in the information system "Single National Social Protection" (further - IS "ENSZ");

on the Single portal of interactive state services of the Republic of Uzbekistan the possibility of reception of applications from candidates is created;

the Inson centers receive some types of required documents from candidates independently by means of the Interdepartmental integration platform of the Electronic Government system;
