Rules of meteorological ensuring civil aviation (further - Rules) are developed according to Item 2 of article 35 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law), and also based on the international standards and recommended practice of International civil aviation (further - ICAO) in the field of meteorological providing stated in annex 3 to the Convention on international civil aviation and the Technical regulation of the World Meteorological Organization (further - VMO).";
state Item 13 in the following edition:
"13. For implementation of requirements of VMO for implementation of competency evaluation of aviation meteorological personnel of PANO carry out competency evaluation (certifications) of aviation meteorological personnel, based on the technique of evaluating competence (certification) developed and approved by them.
This technique is approved with authorized meteorological body.
