Based on part (3) article 49-1 of the Law No. 548/1995 on National Bank of Moldova (repeated publication: The official monitor of the Republic of Moldova, 2015, Art. No. 297-300, 544), parts (8) Articles 7, parts (3) article 49 of the Law No. 114/2012 on payment services and electronic money (The official monitor of the Republic of Moldova, 2012, Art. No. 193-197, 661), the item a) parts (2) the Art. 17, parts (2) Art. 20 of the Law No. 234/2016 on Single Central Securities Depository DECIDES: Executive committee of National Bank of Moldova

1. Approve Regulations on monitoring of infrastructures of the financial market, payment schemes, mechanisms and tools it (is applied).

2. This resolution becomes effective after one month from the date of its publication in the Official monitor of the Republic of Moldova, except for subitem 184.4 of Regulations on monitoring of infrastructures of the financial market, payment schemes, mechanisms and tools which becomes effective since February 1, 2025.

3. The administrators of infrastructures of the financial market acting in the territory of the Republic of Moldova on the date of entry into force of this Resolution do not need to obtain the new license according to Regulations provisions on monitoring of infrastructures of the financial market, payment schemes, mechanisms and tools. They shall conform to the requirements established in parts 1-24 of Chapter I of the Section II of Regulations on monitoring of infrastructures of the financial market, payment schemes, mechanisms and tools as of 1.01.2026.

4. From the date of entry into force of this resolution are cancelled:

1) Item 1 and appendix No. 1 of the Resolution of Executive committee of National Bank of Moldova No. 157/2013 on approval, change, amendment and recognition voided some regulations of National Bank of Moldova (The official monitor of the Republic of Moldova, 2013, the Art. No. 191-197, 1370) registered by the Ministry of Justice at No. 936 of August 30, 2013;

2) the Resolution No. 62/2017 of Executive committee of National Bank of Moldova on approval of Regulations on provision of payment services by means of the automated systems of remote servicing and recognition voided some regulations of National Bank of Moldova (The official monitor of the Republic of Moldova, 2017, Art. No. 119-126, 818), registered by the Ministry of Justice at No. 1207 of April 5, 2017;

3) the Resolution of Administrative board of National Bank of Moldova No. 204/2010 on approval of Regulations on activities of payment service providers in money transfer systems (The official monitor of the Republic of Moldova, 2010, Art. No. 231-234, 900), registered by the Ministry of Justice at No. 799 of November 19, 2010.
