1. Approve the enclosed Rules of establishment of borders of the water protection zones and borders of coastal protective strips of water objects.

2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

3. This resolution becomes effective since March 1, 2025, except for Item 8 of the Rules approved by this resolution which becomes effective since September 1, 2025.

Rules of establishment of borders of the water protection zones and borders of coastal protective strips of water objects

1. These rules determine procedure for establishment of borders of the water protection zones and borders of coastal protective strips of water objects, including designation on the area by means of special information signs in the territories used for the recreational purposes (tourism, physical culture and sport, the organization of rest and strengthening of health of citizens, including the organization of rest of children and their improvement) (further - establishment of borders).

2. Establishment of borders is directed to informing citizens and legal entities on the special mode of implementation of economic and other activity for the purpose of prevention of pollution, contamination, instruction of water objects and depletion of their waters, preserving the habitat of water biological resources and other objects of animal and flora in borders of the water protection zones and about additional restrictions of economic and other activity in borders of coastal protective strips of water objects.

3. Establishment of borders is performed:

a) public authorities of subjects of the Russian Federation - in case of realization of delegated powers of the Russian Federation on implementation of actions for protection of the water objects or their parts which are in federal property and the reservoirs located in the territories of subjects of the Russian Federation, except for which are completely located in the territories of appropriate subjects of the Russian Federation and which use of water resources is performed for ensuring drinking and economic and household water supply of 2 and more subjects of the Russian Federation, according to the list of such reservoirs established by the Government of the Russian Federation;

b) Federal Agency for Water Resources and its territorial authorities - concerning reservoirs which are completely located in the territories of appropriate subjects of the Russian Federation which use of water resources is performed for ensuring drinking and economic and household water supply of 2 and more subjects of the Russian Federation and which are included into the list of reservoirs established by the Government of the Russian Federation and also concerning the seas or their separate parts.

4. For the purpose of establishment of borders the public authorities specified in Item 3 of these rules provide:

a) determination of width of the water protection zone and width of coastal protective strip for each water object according to article 65 of the Water code of the Russian Federation;

b) the graphical description of location of borders of the water protection zones and borders of coastal protective strips of water objects, coordinates of characteristic points of these borders in the system of coordinates installed for maintaining the Single state real estate register;

c) display of borders of the water protection zones and borders of coastal protective strips of water objects on cartographic materials;

d) designation of borders of the water protection zones and borders of coastal protective strips of water objects on the area by means of special information signs in the territories used for the recreational purposes (tourism, physical culture and sport, the organization of rest and strengthening of health of citizens, including the organization of rest of children and their improvement).

5. In case of establishment of borders the data containing on the topographic maps of the largest scales created concerning the corresponding territory included in federal or departmental kartografo-geodetic funds can be used.

The public authorities specified in Item 3 of these rules prepare data on borders of the water protection zones and borders of coastal protective strips of water objects which shall contain the graphical description of location of borders of the water protection zones and borders of coastal protective strips of water objects, the list of coordinates of characteristic points of these borders in the system of coordinates installed for maintaining the Single state real estate register (further - data on borders).

The form of the graphical description of location of borders of the water protection zones and borders of coastal protective strips of water objects, requirements to the accuracy of determination of coordinates of characteristic points of the specified borders, format of the electronic document containing data on borders are established by Federal Registration Service.

6. The public authorities specified in Item 3 of these rules within 5 working days from the date of preparation of data on borders direct such data:

a) in Federal Agency for Water Resources (its territorial authorities) for entering into the state water register;

b) in local government body of the municipal, city district, settlement in relation to which territories borders of the water protection zones and border of coastal protective strips of water objects are established (including with use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it);

c) in Federal Registration Service (its territorial authorities) for entering into the Single state real estate register.

7. The public authorities specified in Item 3 of these rules provide placement of special information signs in the territories used for the recreational purposes (tourism, physical culture and sport, the organization of rest and strengthening of health of citizens, including the organization of rest of children and their improvement).
