1. Approve the enclosed Rules of establishment of prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories.

Rules of establishment of prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories

1. These rules determine cases and procedure for establishment by the Government of the Russian Federation for prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories.

2. The government of the Russian Federation has the right to establish prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories in case of availability in certain subjects of the Russian Federation or in their separate territories of the existing and (or) predicted deficit of electrical energy and (or) capacity, including in case of their reference according to last approved by the scheme and the development program of electric utility systems of Russia to the territories of technologically necessary generation, or in case of the address of the management official of the subject of the Russian Federation (the chairman of the supreme executive body of the subject of the Russian Federation).

3. In the these rules specified in Item 2 cases the Government of the Russian Federation makes the decision on establishment of prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories based on offers of Government Commission on Electricity Generation (further - the Commission).

The commission creates the offers specified in paragraph one of this Item by results of consideration of offers of the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of fuel and energy complex (further - authorized federal body), or addresses of the management official of the subject of the Russian Federation (the chairman of the supreme executive body of the subject of the Russian Federation). The offer of authorized federal body or the address of the management official of the subject of the Russian Federation (the chairman of the supreme executive body of the subject of the Russian Federation) sent to the Commission shall contain information on certain subjects of the Russian Federation or their separate territories to which it is offered to apply the measure specified in item 4 of these rules and also about the bases for its application.

For the purposes of forming by the Commission of the offers specified in paragraph one of this Item, the system operator of electric utility systems of Russia in initiative procedure or at the request of authorized federal body in time, specified in such request, sends to authorized federal body the conclusion about the existing and predicted regime and balance sheet situation in certain subjects of the Russian Federation or in their separate territories with indication of the existing and (or) predicted deficit of electrical energy and (or) capacity.

4. The commission sends to the Government of the Russian Federation offers on establishment of prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories.

The government of the Russian Federation by results of consideration of the offers of the Commission provided by paragraph one of this Item makes the decision on establishment of prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories.

5. The decision of the Government of the Russian Federation on establishment of prohibition on implementation of mining of digital currency (including participation in mining-bullet) or in their separate territories shall contain the following information in certain subjects of the Russian Federation:

a) the list of certain subjects of the Russian Federation and (or) their separate territories in which and (or) on which the prohibition on implementation of mining of digital currency (including participation in mining-bullet), with indication of the name of the subject (names of subjects) of the Russian Federation and names of the respective municipalities is established;

b) Date of Introduction of prohibition on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories;

c) the term on which ban on implementation of mining of digital currency (including participation in mining-bullet) in certain subjects of the Russian Federation or in their separate territories is imposed.
