About introduction of prohibition (moratorium) on registration and issue of air operator certificates to airlines

For the purpose of strengthening of national aviation system, and also increase in its transparency, reliability and compliance to the international requirements, being guided by Articles 66, of 70, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Establish will lock (moratorium) on registration and issue of air operator certificates to newly created airlines to the relevant decision of the President of the Kyrgyz Republic.

2. To the state agency of civil aviation under the Cabinet of Ministers of the Kyrgyz Republic in accordance with the established procedure:

1) to perform activities of the airlines which are carrying out flights only outside the Kyrgyz Republic, and also having air vehicles (airplanes/helicopters) which were not based at the airports of the Kyrgyz Republic more than 1 (one) month;

2) following the results of check to cancel registration and the air operator certificate of the airlines which are not conforming to the established requirements.

3. To the Cabinet of Ministers of the Kyrgyz Republic to take the measures following from this Decree and also to bring the decisions into accord with this Decree.

4. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This Decree becomes effective after ten days from the date of official publication.
