1. Make experiment on approbation of rules and conditions of entry into the Russian Federation and departure from the Russian Federation of foreign citizens and stateless persons (further - experiment):

a) during the period from 00 hours 00 minutes on December 1, 2024 local time till 23 hours 59 minutes on June 30, 2026 local time at air passenger-and-freight permanent multilateral check points through frontier of the Russian Federation at the international airports Moscow (Sheremetyevo), Moscow (Domodedovo), Moscow (Vnukovo) (if technically possible), Zhukovsky (Moscow region) and the automobile passenger-and-freight permanent multilateral check point of Mashtakovo (Orenburg region) - regarding approbation of rules and conditions of entry into the Russian Federation and departure from the Russian Federation the foreign citizens and stateless persons provided by the Rules of the organization of experiment for approbation of rules and conditions of entry into the Russian Federation and departure from the Russian Federation of foreign citizens and stateless persons approved by this resolution (further - Rules of the organization of experiment), for the purpose of collection of biometric personal data of foreign citizens and stateless persons when crossing of frontier of the Russian Federation by them through the specified check points through frontier of the Russian Federation;

b) during the period from 00 hours 00 minutes on June 30, 2025 local time till 23 hours 59 minutes on June 30, 2026 local time at all check points through frontier of the Russian Federation - regarding approbation of rules and conditions of entry into the Russian Federation and departure from the Russian Federation the foreign citizens and stateless persons provided by Rules of the organization of experiment, except for collection of biometric personal data of foreign citizens and stateless persons when crossing of frontier of the Russian Federation by them;

c) during the period from 00 hours 00 minutes on December 1, 2025 till 23 hours 59 minutes on June 30, 2026 local time if technically possible at the check points through frontier of the Russian Federation specified in the subitem "b" of this Item - regarding approbation of rules and conditions of entry into the Russian Federation and departure from the Russian Federation the foreign citizens and stateless persons provided by Rules of the organization of experiment for the purpose of collection of biometric personal data of foreign citizens and stateless persons when crossing of frontier of the Russian Federation by them through the specified check points through frontier of the Russian Federation.

2. Determine that the experiment is made concerning the foreign citizens and stateless persons which are driving to the Russian Federation and leaving the Russian Federation during the periods of carrying out experiment through the check points through frontier of the Russian Federation specified in subitems "an" - "in" Item 1 of this resolution, and also the staying (living) in Russian Federation foreign citizens and stateless persons which drove to the Russian Federation during the periods of carrying out experiment through such check points, except for the following categories of foreign citizens and stateless persons:

a) citizens of the Republic of Byelorussia;

b) heads of diplomatic representations and heads of consular establishments of foreign states in the Russian Federation, and also members of their families;

c) the staff of diplomatic representations and employees of consular establishments of foreign states in the Russian Federation, and also members of their families;

d) officials of the international organizations (representative offices of the international organizations) which signed agreements with the Government of the Russian Federation on stay conditions in the territory of the Russian Federation and the members of their families, and also the officials of the international organizations driving to the Russian Federation or leaving the Russian Federation in connection with execution of service duties;

e) owners of diplomatic and service passports (including the special, official and other passports recognized in the Russian Federation in this quality) and other valid documents proving their identity and recognized by the Russian Federation in this quality, in the presence in them the diplomatic or business visa which are driving to the Russian Federation or leaving the Russian Federation in connection with execution of service duties or as a part of official delegations, and also members of their families;

e) the foreign citizens who are driving to the Russian Federation or leaving the Russian Federation according to the valid documents proving their identity and recognized by the Russian Federation in this quality, in the presence in them the diplomatic or business visa;

g) the foreign citizens and stateless persons which did not reach 6-year age;

h) employees of Intergovernmental courier communication.
