About approval of the professional standards "Operation and Maintenance of Research Reactors" and "Equipment Maintenance of Subjects to Use of Nuclear Industry"

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:

1. Approve:

1) the professional standard "Operation and Maintenance of Research Reactors", according to appendix 1 to this order;

2) the professional standard "Equipment Maintenance of Subjects to Use of Nuclear Industry", according to appendix 2 to this order.

2. To provide to department of nuclear power and industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation:

1) within five working days from the date of signing of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan after its official publication;

3) within ten calendar days after publication of this order in Reference control bank of regulatory legal acts of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard "Operation and Maintenance of Research Reactors"

Chapter 1. General provisions

1. Scope of the professional standard:

The professional standard "Operation and Maintenance of Research Reactors" establishes requirements to forming of educational programs, including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education and solutions of wide range of tasks in the field of personnel management in the organizations and at the companies which are engaged in operation and maintenance of research reactors.

Based on this professional standard of the organization can develop for internal application corporate professional standards on workers with refining of the list of labor functions, knowledge, skills taking into account features of production organization, work and management, their responsibility.

2. In this professional standard the following terms and determinations are applied:

1) the research reactor – the device for pilot studies which structure and geometry allow to perform the managed nuclear reaction of division, operated on capacity, requiring forced chilling. The research reactor is intended, mainly, for obtaining and use of neutrons and ionizing radiation in research and other purposes;

2) nuclear installation – the installation including rooms, constructions and the equipment on which it is performed one or several of the listed types of activity: production, conversion, use, transportation, storage, burial of nuclear material, except for installations for production and (or) conversion of natural uranium or thorium;

3) operation and maintenance of research reactors – diagnostics of condition of the reactor and the systems of the research reactor important for safety, control of condition of physical barriers on the ways of distribution of fission products of nuclear materials and radioactive materials, and also safety and working capacity in the conditions of project accidents of the technical means used for registration and storage of information necessary for identification of initial events of project accidents, establishment of algorithms of work of the systems important for safety, and actions of personnel, administrative, economic and technical activity;

4) the "hot" camera – special radiation protective processing equipment for safety of personnel in case of accomplishment of transactions with radioactive materials, including, on reloading, identification, assembly of sources of ionizing radiation of high activity;

5) informalny education – the education type received during daily activities out of the organizations of education and the organizations providing educational services, and not accompanied with issue of the document confirming results of training;

6) informal education – the education type planned, organized and performed by the organizations which provide the educational services rendered without the place, terms and form of education, and accompanied with issue of the document confirming results of training;

7) professional group (area of professional activity) - the set of types of labor activity of industry having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;

8) professional subgroup (type of labor activity) - part of professional group, the set of professions created by complete set of labor functions and competences, necessary for their accomplishment.

3. In this professional standard the following reducings are applied:

1) KS – the job evaluation catalog;

2) ETKS – single wage rate book;

3) PS – the professional standard;

4) the ORK – industry frame of qualifications;

5) TIPO – technical and professional education;

6) OKED – the general state qualifier of types of economic activity.

7. Short description of the professional standard: The professional standard "Operation and Maintenance of Research Reactors" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and rules on development and (or) the updatings of professional standards approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of September 7, 2023 No. 377 (it is registered in the Register of state registration of regulatory legal acts at No. 33401).

This professional standard does not include derivative positions: deputy managers, seniors, the leading and chief specialists, their obligation, knowledge, skills are determined based on basic positions and are established based on regular standard rates and schedules in the organization. Requirements to necessary length of service of the senior, leading and chief specialists raise for 2-3 years in comparison with provided for specialists of the I qualification category.

According to characteristics of works of the lowest skill levels of separate professions when conducting engineering procedure it is made under the leadership of specialists of higher qualification. In such cases specialists of higher skill levels are able to organize conducting engineering procedures or accomplishment of separate works as specialists of lower skill levels of the same profession. Works which are given in characteristics of lower skill levels in characteristics of higher skill levels can not be specified.

Along with requirements to the theoretical and practical knowledge containing in the Section "knowledge", workers shall know: procedure and regulations on safety and labor protection, sanitary and epidemiologic requirements to ensuring radiation safety, procedure and regulations on ecological, industrial safety, procedure for use of antiacid suits, procedure for use of individual protection equipment, delivery of individual protection equipment and overalls and passing of control of radiation level, procedure for the rational organization and content of workplace, procedure for the internal labor schedule.

This professional standard provides 12 cards by 6 working professions and 6 specialists of employees.
