1. Approve Rules of placement of the state order on carrying out the state information policy at the regional level according to appendix 1 to this order.

3. To provide to committee of information of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of placement of the state order on carrying out the state information policy at the regional level

Chapter 1. General provisions

1. These rules of placement of the state order on carrying out the state information policy at the regional level (further – Rules) are developed according to Item 2 of article 31 of the Law of the Republic of Kazakhstan "About mass media" (further – the Law) and determine procedure for placement of the state order by carrying out the state information policy at the regional level.

2. In these rules the following concepts are used:

1) authorized body in the field of mass media (further – authorized body) – the central executive body performing state regulation in the field of mass media;

2) the state order on carrying out the state information policy at the regional level (further – the regional order) – the order for rendering services at the expense of budgetary funds in carrying out the state information policy at the regional level;

3) synopsis – the statement of contents of the project (within one page) reflecting his original intention and moral substance, and also compliance to the thematic direction (ideological task) and to classroom indicators of the applicant;

4) the applicant – the physical person performing business activity or the legal entity who submitted the application for accomplishment of the state order on carrying out the state information policy at the regional level.

Chapter 2. Procedure for placement of the state order on carrying out the state information policy at the regional level

3. The regional order is provided to the following types of subjects:

1) to periodic printing editions;

2) TV, to radio channels;

3) to Internet editions.

4. The organizer of placement of the regional order, the local executive body of area, city of republican value and the capital is (further – the organizer).

5. The organizer places the single regional order on area for local executive bodies of the area (the city of regional value), the cities of district value.

6. The organizer creates Regional commission concerning the state information policy (further – Regional commission) which activities are performed according to the standard provision approved by authorized body according to the subitem 12) of Item 15 of the Regulations on the Ministry of Culture and information of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 866.

7. The organizer creates based on offers of the interested state bodies and the organizations the single list of the thematic directions of the state information policy at the regional level the forthcoming calendar year, and annually no later than November 20 sends them for consideration of Regional commission.

Local executive bodies of the area (the city of regional value), the cities of district value send to the organizer of the offer annually till October 10.

8. Regional commission based on proposals of the organizer, annually till December 20 directs the list of the thematic directions of the state information policy at the regional level the forthcoming calendar year for consideration of the Republican commission on questions of the state information policy (further – the Republican commission).

9. The republican commission annually, till December 25 considers the list of the thematic directions of the state information policy at the regional level the forthcoming calendar year and develops offers on updating of the list of the thematic directions of the state information policy at the regional level the priority directions of the state information policy and its compliance to the list of the thematic directions of the state information policy at the republican level.
