1. Approve the enclosed requirements for data management.
2. This resolution becomes effective after ten calendar days after day of its first official publication.

1. Requirements for data management (further – requirements) are developed according to Item 2-1 of Article 43-2 of the Administrative procedural Procedure Code of the Republic of Kazakhstan and determine requirements for data management.
2. Provisions of requirements extend on:
state bodies, the state legal entities, subjects of the quasi-public sector concerning all data collected and processed by them, except for objects of informatization of the law enforcement agencies containing data of limited access, the Committee of homeland security of the Republic of Kazakhstan, Service of the state protection of the Republic of Kazakhstan, National Bank of the Republic of Kazakhstan and the organizations incoming its structure, authorized body on regulation, control and supervision of the financial market and financial institutions;
the legal entities authorized by legal acts of the Republic of Kazakhstan (further – the organizations).
3. These requirements are aimed at providing:
possibilities of single provision and reuse of the state functions this when implementing and rendering the services following from them;
unities of information and communication infrastructure and methods of interaction of the organizations when implementing activities for data management;
the personal responsibility for quality of provided data;
non-discriminatory access of physical persons and legal entities to the data relating to public information;
orderings of data on similarity or distinction of characteristics inherent in them, unification of structural elements of data and formats of their representation;
systematization of the data description and communications between them;
accounting of the rights (provision) of data in the course of integration of objects of informatization;
reductions of data in compliance with data of similar type by harmonization;
preferential use of electronic methods of data management;
observance of the stipulated by the legislation rights of the Republic of Kazakhstan of owners, restrictions for access to the data carried to confidential information and other secret protected by the law on ensuring data protection;
compliance of procedure for use of data to ethical standards;
quality control of data;
ontologic unity of the data containing in objects of informatization of "the electronic government";
balance between timely implementation of digital technologies of data handling and protection of the rights to personal privacy, personal and family secret;
centralization of data management taking into account collective nature of decision making and coordination of actions for data management;
flexibility of approaches to data lifecycle management;
orientations to the user of data;
determinations of quality of administrative data.
4. For the purposes of application of these requirements the following determinations are used:
1) objects of informatization – electronic information resources, the software, Internet resource and information and communication infrastructure;
2) analytical dashboard – the data panel of visualization of results data analysts created by tools of information-analytical system "Smart Data Ukimet" on the basis of its single storage of data;
3) attribute – the characteristic of entity allowing to identify it, to describe or measure (at the physical control layer to attribute of entity there can correspond the column, field, the tag or node (the place of intersection) in the table, representation, the document, the column or the file);
4) administrative data – individual quantitative (measured by means of numbers) and (or) high-quality (built by certain principle and (or) sign) data on physical person or legal entity and the data of pokhozyaystvenny accounting created by administrative sources, except for primary statistical and alternative data;
5) data – information in the formalized type, suitable for processing;
6) the database (further – DB) – set of the systematized data suitable for processing by means of information and communication technologies;
7) criteria of quality of data – the commonly accepted criteria of quality of data used for assessment and control critical criterion of quality of data, such as accuracy, completeness, coherence, comparability, relevance, uniqueness, reliability, timeliness, clarity, availability;
8) type of data – the structure declaration of the data set reflecting characteristics of one or several subjects of the description;
9) depersonalization of data – actions as a result of which making identification of subject of the description is impossible;
10) data management – the process connected with determination, creation, collection, accumulating, storage, distribution, destruction, support of data, and also providing their analytics, quality, availability, protection;
11) authorized body on data management (further – authorized body) – the central executive body performing management and cross-industry coordination on data management;
12) data handling – the actions directed to accumulating, storage, change, amendment, use, distribution, oblezlichivaniye, blocking, archiving and destruction of data;
