About approval of the Standard regulations on production supervision

According to Item 3 of article 6-9 of the Law of the Republic of Kazakhstan "About power industry" and Item 3 of article 19 of the Law of the Republic of Kazakhstan "About heat-and-power engineeering" PRIKAZYVAYU:

1. Approve Standard regulations on production supervision according to appendix to this order.

2. To provide to committee of atomic and energy supervision and control of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan, after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard regulations on production supervision

Chapter 1. General provisions

1. This Standard regulations on production supervision (further – the Provision) are developed according to Item 3 of article 6-9 of the Law of the Republic of Kazakhstan "About power industry" (further – the Law on power industry) and with Item 3 of article 19 of the Law of the Republic of Kazakhstan "About heat-and-power engineeering" (further – the Law on heat-and-power engineeering) for the purpose of rendering assistance to the power making, power transferring organization, to the system operator heatmaking and the heattransporting subjects in centralized system of heat supply (further – the Organization) when implementing production supervision in the fields of power industry and heat-and-power engineeering (further – production supervision).

2. The organizations develop regulations on production supervision according to this Provision.

3. The elaborated provision about production supervision affirms the head of the Organization.

4. The official exercising production supervision (further – the Official), is appointed and exempted by the act of the head of the Organization in coordination with territorial subdivision of state body for the state energy supervision and control regarding compliance to qualification requirements, work experience and post not below the head of the structural unit.

5. Compliance to qualification requirements are confirmed by availability of the certificate of examination of regulations and rules of work in electroinstallations in the field of power industry or the certificate of examination in the field of heat-and-power engineeering according to Rules of work with personnel in the energy organizations of the Republic of Kazakhstan approved by the order of the Minister of Energy of the Republic of Kazakhstan of March 26, 2015 No. 234, (it is registered in the Register of state registration of regulatory legal acts for No. 10830).

6. The official when implementing the activities is guided by regulatory legal acts of the Republic of Kazakhstan and regulating technical documents of the Republic of Kazakhstan in the fields of power industry and (or) heat-and-power engineeering, internal documents of the Organization, including the Regulations on production supervision developed and approved by the Organization.

Chapter 2. Tasks of production supervision

7. According to Item 2 of article 6-9 of the Law on power industry and Item 2 of article 19 of the Law on heat-and-power engineeering, tasks of production supervision are:

1) ensuring fulfillment of requirements of the legislation of the Republic of Kazakhstan in the fields of power industry and (or) heat-and-power engineeering;

2) carrying out monitoring on safe operation of the energy equipment, power plants, power networks and heat supply facilities and the buildings which are their part, rooms, constructions;

3) ensuring reliability and safety of production, transfer and consumption of electrical energy, quality and reliability of heat supply, safety of system of heat supply;

4) implementation of work as the workers who underwent examination of rules of technical operation and safety regulations;

5) timely preparation and implementation of rescue and recovery operations by the Organization, including during the autumn and winter period;

6) content of the equipment, buildings and constructions in condition of operational readiness;

7) the analysis and development of the measures directed to observance of safety regulations;

8) identification of circumstances and reasons of the violations influencing works safety;

9) coordination of the works directed to the prevention of technology violations.

Chapter 3. Organization of production supervision

8. The official according to Item 5 of article 6-9 of the Law on power industry and Item 5 of article 19 of the Law on heat-and-power engineeering:

1) is developed by the Work plan on implementation of production supervision in divisions of the Organization;

2) exercises production control over observance by workers of requirements of the legislation of the Republic of Kazakhstan in the fields of power industry and (or) heat-and-power engineeering;

Organizes 3) and performs safety of operation of power generation facilities and (or) heat-and-power engineeering and works;

4) organizes plan development of actions for safety and liquidation of technology violations;

5) informs employees of the Organization information on change of requirements of the legislation of the Republic of Kazakhstan in the fields of power industry and (or) heat-and-power engineeering;

6) introduces to the head of the Organization or person replacing it offers on:

to holding actions for safety, elimination of violations of requirements of the legislation of the Republic of Kazakhstan in the fields of power industry and (or) heat-and-power engineeering;
