1. Approve the enclosed Rules of realization of automation of the state functions and rendering the state services following from them, by development and placement of platform software products.

2. To provide to department of architecture and policy of digital transformation of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective since January 8, 2025 and is subject to official publication.

Rules of realization of automation of the state functions and rendering the state services following from them by development and placement of platform software products

Chapter 1. General provisions

1. These rules of realization of automation of the state functions and rendering the state services following from them by development and placement of platform software products (further - Rules) it is developed according to item 4 of article 26 of the Law of the Republic of Kazakhstan "About informatization" (further - the Law) and determines procedures of development and placement of platform software product (further - PPP) on information communication framework of "the electronic government" within realization of automation of the state functions and rendering the state services following from them.

2. These rules are obligatory for application by state bodies, and also the organizations involved in development and placement of PPP on information communication framework of "the electronic government".

3. In these rules the following basic concepts are used:

1) authorized body in the field of informatization (further - authorized body) - the central executive body performing management and cross-industry coordination in the field of informatization and "the electronic government";

2) the software (further - software) - set of programs, program codes, and also software products with the technical documentation necessary for their operation;

3) the service provider - the legal entity rendering services in development and placement of PPP on information communication framework of "the electronic government";

4) the operator of information and communication infrastructure of "the electronic government" (further - the operator) - the legal entity determined by the Order of the Government of the Republic of Kazakhstan of January 29, 2016 No. 40 "About determination of the operator of information and communication infrastructure of "the electronic government";

5) information communication framework of "the electronic government" (further - IKP EDS) - the technological framework intended for automation of activities of state body, including automation of the state functions and rendering the state services, and also centralized collection, processing, storage of the state electronic information resources following from them;

6) the architectural portal of "the electronic government" - the object of informatization intended for implementation of accounting, storage and systematization of data on objects of informatization of "the electronic government", platform software products, architecture of "the electronic government" for the purpose of further use by state bodies for monitoring, the analysis and planning in the field of informatization;

Other terms and determinations used in these rules are applied according to the legislation of the Republic of Kazakhstan and national standards existing in the territory of the Republic of Kazakhstan.

4. Automation of the state functions and rendering the state services following from them by development and placement of PPP is performed according to architecture of "the electronic government" and taking into account business process reengineering of state bodies according to the Rules of digital transformation of public administration approved by the order of the acting minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of September 28, 2024 No. 601/Tax Code (further - Rules of digital transformation).

5. If the architecture of "the electronic government" does not provide the planned automation of the state functions the service integrator provides its updating and development according to the Rules of forming and monitoring of realization of architecture of "the electronic government" approved by the order of the Minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of August 12, 2019 No. 193/Tax Code (it is registered in the Register of state registration of regulatory legal acts for No. 19249) (further - Rules of realization of architecture).

6. State bodies and the organizations perform accounting of data on PPP on the architectural portal, according to Rules of realization of architecture.
