1. Approve:

1) Rules of rendering the state service "Registration, Inventory, Issue of the Certificate Domestic TV, Radio Channel" according to appendix 1 to this order;

2) Rules of rendering the state service "Registration, Inventory, Issue of the Certificate Foreign TV, the Radio Channel Extended to the Territories of the Republic of Kazakhstan" according to appendix 2 to this order;

3) Rules of rendering the state service "Registration or Inventory of Periodic Printing Editions, Internet Editions" according to appendix 3 to this order.

2. To provide to committee of information of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering the state service "Registration, Inventory, Issue of the Certificate Domestic TV, Radio Channel"

Chapter 1. General provisions

1. These rules of rendering the state service "Registration, Inventory, Issue of the Certificate Domestic TV, Radio Channel" (further – Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" and determine procedure for rendering the state service "Registration, Inventory, Issue of the Certificate Domestic TV, Radio Channel".

2. The state service "Registration, Inventory, Issue of the Certificate Domestic TV, Radio Channel" (further – the state service) appears Committee of information of the Ministry of Culture and information of the Republic of Kazakhstan (further – the service provider).

3. Uslugopoluchatel – physical persons and legal entities, except for the central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of areas, the cities of republican value, the capital, areas, the cities of regional value, akims of areas in the city, the cities of district value, settlements, villages, rural districts (further - uslugopoluchatel).

4. The web portal of "the electronic government" – the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically (further - the Portal).

5. In case of modification and (or) amendments to Rules the service provider sends to the operator of information and communication infrastructure of "the electronic government", to Single contact center and to the service provider information on such changes and (or) amendments within 3 (three) working days from approval date.

Chapter 2. Procedure for rendering the state services

6. Uslugopoluchatel directs to the service provider through the Portal, the application in form according to appendices 1 or 2 to these rules, about the record and storage broadcast and relayed TV of radio programs within six months in form according to appendix 3 to these rules, form of data on availability of property rights of the owner TV, radio channel on rooms and squares with separate input or on their lease according to appendix 5 to these rules.

The office of the service provider in day of receipt of documents performs their acceptance, registration and transfers to execution to responsible structural division. 7. The employee of responsible structural division of the service provider within 2 (two) working days from the moment of document registration, checks completeness of the submitted documents.

In case of representation uslugopoluchately incomplete document package and (or) documents with the expired effective period the employee of responsible structural division within 2 (two) working days prepares motivated failure in further review of the statement in electronic form signed by the electronic digital signature (further – the EDS) the head or his deputies of authorized body and sends to the applicant to personal account of the Portal.
