Rules of anti-terrorist safety

General questions

1. These rules establish the mechanism of reference of real estate objects to subjects to possible terrorist encroachments and the general mandatory requirements to these objects aimed at providing their anti-terrorist security.

2. In these rules terms are used in the following value:

anti-terrorist safety security of subjects to possible terrorist encroachments from terrorist threats;

the anti-terrorist protection activities aimed at providing security of subjects to possible terrorist encroachments, prevention and suppression of terrorist encroachments, minimization of their effects by introduction of system of coordinate organizational, legal, administrative, security, regime, technical and other actions;

the ecological losses losses connected with pollution, deterioration, destruction or infection as a result of terrorist encroachments of the surrounding environment and natural resources (lands, subsoil, water resources, atmospheric air, plant and animal life, objects and the territories of natural and reserved fund, agricultural holdings, crops, livestock of animals, etc.);

economic losses - the losses expressed in cost (cash) type, connected with the direct and indirect financial, material and resource, property, trading and other losses caused to the owner of subject to possible terrorist encroachments owing to terrorist encroachments;

identification process of reference of any real estate object to subject to possible terrorist encroachments and determinations of its category taking into account levels and types of probable losses according to the predicted threat;

the human losses losses connected with death and injuring (infliction of bodily injury of varying severity) of people owing to terrorist encroachments;

subject to possible terrorist encroachments (further - object) - the real estate unit determined in the resolution of the Cabinet of Ministers of Ukraine of February 18, 2016 No. 92 "About approval of the Regulations on single state system of prevention, reaction and the termination of acts of terrorism and minimization of their effects" (The Official Bulletin of Ukraine, 2016, No. 16, of the Art. 655), capture, work blocking, damage or destruction of which can be used for achievement of the terrorist purposes;

the passport of anti-terrorist security of object (further - the passport) - the document containing, in particular, of data on purpose of object, features of its arrangement, the main technical characteristics and system of protection also is obligatory for accounting in case of creation of system of ensuring anti-terrorist security;

personnel of object - the physical persons which are working at object and carrying out obligations or functions according to the employment contract (contract);

the territory, adjacent to object, - is protected or designated on the area (boards with texts, tape, marking indelible paint, etc.) the territory adjacent to object and intended, in particular, for the parking of vehicles, carrying out handling works;

the predicted threat model of possible most negative effects of terrorist encroachments according to the available terrorist threats determined according to these rules concerning object;

system of ensuring anti-terrorist security complex of the organization-legal, regime and other measures directed to protection of objects against possible terrorist encroachments;

the socio-political reaction of society change of socio-political moods, other events arising in society including the social conflicts, with obviously expressed mass negative moods of society;

social and political losses - critical decrease in level of ensuring protection of public order and public safety, security of bases of homeland security (mass riots, infringement of life of the state or public figure, the actions directed to violent change or overthrow of the constitutional system or capture of the government);

terrorist threat - the existing and potentially possible factors creating danger of making of act of terrorism concerning object and leading to negative effects in case of its making, including the hidden or open (stated) intentions concerning making of act of terrorism;

terrorist encroachment preparation, attempt or making of such socially dangerous action as use of weapons, making of explosion, arson or other socially dangerous actions for achievement of the terrorist purposes;

vulnerable places - critical elements of object, the place of use or storage of explosion - fire-dangerous, chemically or biologically dangerous substances, and also production equipment of object concerning which effects can lead to emergence of emergency situation or creation of threat of life and human health as a result of making of act of terrorism.
