About additional measures for stimulation of activities of greenhouse facilities

For the purpose of renovation of activities of greenhouse facilities by their support, growth in volumes of production of agricultural products, employment of the population in regions and creation of more favorable conditions for receipt of the income:

1. Establish procedure according to which since the autumn and winter period of 2024/2025:

the advance payment for the natural gas delivered to greenhouse facilities is performed in the first three months (October, November and December) of fruitful year in the amount of 50 percent, the rest - until the end of month, and advance payment, since next months, - in the amount of 100 percent monthly. At the same time the provision of this paragraph extends to greenhouse facilities which have no debt in the corresponding month for previous period;

practice of the obligatory notification of greenhouse facilities and refrigerated warehouses from JSC Hududgaztajminot and JSC Regionalnye elektricheskiye seti takes root at least in 24 hours about the reasons of pressure decrease or failures, except for the force majeur circumstances specified in agreements on supply of natural gas and the electric power;

agreements on supply of natural gas are signed between greenhouse facilities and the company of gas supply once in three years;

in specifications on supply of natural gas for the gas-selling and gas supplying organizations requirements concerning pressure of the natural gas delivered to the greenhouse facilities which are not connected to gas networks public, adapted on the population and objects of the social sphere are introduced.

2. Determine that:

a) in accordance with the terms the credit agreement commercial banks undertake disciplinary measures on the credits of greenhouse facilities, including judicially, concerning part of overdue debt;

b) commercial banks are allowed to introduce in court the claim for early complete repayment of the amount of the credits of greenhouse facilities in the following cases:

in case of debt default from the date of, the collection of overdue debt directed to forced execution, within 60 calendar days and non-compliance with terms of the repayment schedule (lagging according to the schedule);

in case of non-compliance with Articles 738 by the borrower of requirements (providing obligations of the borrower) and 739 (target loan) the Civil code of the Republic of Uzbekistan, irrespective of provisions of this Item.

3. Take into consideration that:

a) according to the Presidential decree of the Republic of Uzbekistan of February 16, 2024 No. UP-36 "About Additional Measures for Ensuring Food Security in the Republic":

funds in the amount of 220 million US dollars at the expense of means of the international financial institutions till March 1, 2024 are allocated to commercial banks;

commercial banks allocate soft credits on the annual rate exceeding the main rate of the Central bank on 4 percent points (including margin of bank 4 percent), in national currency for financing of the projects in the food sector directed to creation in the field of value added chain - beginning from production before its delivery to the consumer, for the term of 18 months with grace period of 6 months - for current assets;

b) according to the resolution of the President of the Republic of Uzbekistan of September 14, 2023 No. PP-306 "About measures of financial and institutional support of development of small business" at the rate exceeding the main rate of the Central bank on 4 percent points:

the credit to 500 million sum for 1 hectare of the greenhouse on projects implementation of cultivation, storage and conversion of agricultural products for a period of up to 84 months, including grace period up to 24 months is allocated. At the same time proceeding from specifics of the project, about 50 percent of the credit for replenishment of current assets on the basis of open credit line for a period of up to 24 months with repayment provision each 12 months are allocated;

the credit in the amount up to 1,5 of one billion sum on revolving basis to exporters for replenishment of current assets on the basis of open credit line for a period of up to 36 months, including grace period of 6 months, with repayment provision each 12 months is allocated.

4. Inspectorates for control of electricity use, oil products and gas under the Cabinet of Ministers together with the interested ministries and departments till April 1, 2025 taking into account the best foreign practices to organize in greenhouse facilities work on increase in energy efficiency, widespread introduction of energy-saving technologies by attraction of the available resources and uninvolved potential. Thus to pay special attention:

to development and approval of mechanisms of stimulation of the companies with the best indicators for energy efficiency;

to installation of evaluation procedure of energy efficiency of production engineering procedures of the companies with involvement of the power service (power auditor) service companies and foreign consultants;

to development and approval of organizational and technical actions for elimination of the revealed problems on energy efficiency and energy saving.

5. Approve the Program of measures for support of activities of greenhouse facilities according to appendix No. 1*.

6. Make changes and addition to the Instructions for use natural gas approved by the resolution of the Cabinet of Ministers of May 31, 2024 No. 319, according to appendix No. 2*.

7. Assign to the deputy prime minister D. A. Kuchkarov, the Minister of Energy Zh. T. Mirzamakhmudov and the Minister of Agriculture I. Yu. Abdurakhmonov the personal responsibility for the effective organization of execution of this resolution.
