About measures for implementation of space technologies in economy industries in 2024 - 2026
For the purpose of further development of the sphere of space researches, and also identification and the problem resolution in economy industries by implementation of space technologies:
1. Determine the priority directions of the state space monitoring for increase in efficiency of identification and the problem resolution in economy industries in 2024 - 2026:
identification of cases of unauthorized capture of the parcels of land and construction of buildings and constructions on such parcels of land;
delimitation of the areas covered with the wood and conducting monitoring of their condition;
identification of cases of unauthorized operation of subsoil in the field of geology, unreasonable use and use in other purposes of the areas of bedding of minerals;
identification of cases of exit of the available waste out of limits of the established territory of places of their storage, and also the formed new illegal zones of waste;
monitoring of instruction and mode of water level in water storage basins;
studying of efficiency of use of agricultural acreage, determination of types of cultures and amounts of water consumption.
2. Approve:
The program of implementation of the state space monitoring in economy industries for 2024 - 2026 (further - the Program) according to appendix No. 1 *;
"Road map" on development of space industry of the Republic of Uzbekistan in 2024 - 2026 according to appendix No. 2*.
* Appendices No. No. 1-2 are given in Uzbek.
3. Determine that within the Program achievement of the following target indicators is provided:
finishing quantity of water storage basins in which monitoring of the mode of water level to 50 is conducted;
complete scope of level of identification of current status of use of agricultural sowing lands, types of cultures and actually sowed land;
scope of all regions of the republic works on identification of the facts of unauthorized use of subsoil, unreasonable use and use in other purposes of the areas of bedding of minerals;
delimitation of all areas covered with the wood.
4. Under the Ministry of digital technologies (further - the Uzbekkosmos Agency) and to the Center of space monitoring and geoinformation technologies (further - the Center) till May 1, 2025 to provide to the agency of space researches and technologies maintaining all data revealed within the state space monitoring on the centralized single platform "Space Gov Monitoring" (further - SGM platform), and also creation of subplatforms for the interested ministries and departments of industry accessory.
5. Determine that:
since March 1, 2025 remote monitoring of use of natural resources and risk analysis are performed by means of information system Geomonitoring and SGM platforms.
The expenses connected with development, technical support and further development of information system Geomonitoring are financed by the Ministry of the mining industry and geology.
To the Uzbekkosmos agency together with the Ministry of the mining industry and geology till the end of 2024 to create the digital topographic map of fields for the purpose of implementation of determination of actually extracted amount on all 2 573 operating fields of nonmetallic minerals in the republic.
6. Rename off-budget fund of development of space industry of the Agency of space researches and technologies under the Cabinet of Ministers into off-budget fund of development of space industry of the Agency of space researches and technologies under the Ministry of digital technologies without the status of the legal entity (further - Fund) and to determine additional sources of its financing.
7. Establish since November 1, 2024 procedure according to which 10 percent of the amounts of the collected penalties and the amount of damage for the offenses revealed by the ministries and departments within the state space monitoring go to Fund.
8. Agree with the offers of the Ministry of digital technologies and the Uzbekkosmos Agencies providing:
a) in structure of central office of the Uzbekkosmos Agency:
introduction of positions of two deputy directors of the Uzbekkosmos Agency;
investment of the director of the Uzbekkosmos Agency with power of introduction of the additional established posts financed by fund of development of digital technologies and Fund in coordination with the Ministry of Economics and finance;
b) provision to the Center of permission for a period of up to 2027 to acquire, import and store unmanned aerial vehicles with the maximum take-off weight no more than 200 kilograms, their component parts and spare parts, and also to render services with use of such aircraft in the territory of the republic irrespective of availability of types of certificates.
9. Determine that, since November 1, 2024 use and distribution aero - and space pictures, and also their derivatives are performed in the following procedure:
pictures with spatial resolution to 0, - - 1 meter/pixel and their derivatives are used within 5 days from the moment of implementation of shooting under signature stamp "For office use", after 5 days - in open access;
pictures with the spatial resolution of 1 meter/pixel and more, and also their derivatives are not subject to control viewing and are used in open access irrespective of the images of especially important, sensitive and military facilities imprinted to them.
10. To provide to the Ministry of Foreign Affairs according to requests of the Uzbekkosmos Agency execution in accordance with the established procedure of entrance visas for the involved foreign specialists without collection of consular and other fees on account of compensation of actual expenses.
11. Establish procedure according to which in case of execution of orders of Administration of the President of the Republic of Uzbekistan, the secretariat of the Security Council in case of the President of the Republic of Uzbekistan and the Cabinet of Ministers which specific financing sources are not determined the Uzbekkosmos Agency is allowed to finance the expenses connected with such orders by the saved part of the funds allocated within the Program of implementation of the state space monitoring by their redistribution in coordination with the Ministry of Economics and finance.
At the same time, in case of insufficiency of allocated funds of the Government budget the expenses connected with the specified orders are financed by extrabudgetary funds of the executive body responsible for the sphere in which space monitoring, and (or) means of the industry companies is performed.
12. Make additions and changes to some decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 3.
13. Assign to the minister of digital technologies Sh. H. Shermatov the personal responsibility for the effective organization of execution of this Decree.
Discussion of course of execution of this Decree, implementation of coordination and control of activities of the departments responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
