About approval of requirements to algorithm and criteria of forming of the unique group identifier

According to Item 234.3 of article 234 of the Tax Code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve requirements to algorithm and criteria of forming of the unique group identifier which are attached.

2. Determine that during functioning of the software of Electronic system of turnover of alcoholic beverages, the tobacco products and liquids used in electronic cigarettes in the test mode the economic operators participating in testing of such software create unique group identifiers according to requirements to algorithm and criteria of forming of the unique group identifier, approved by this resolution, by means of software of Electronic system of turnover of the alcoholic beverages, tobacco products and liquids used in electronic cigarettes, own software solutions of the economic operators and software solutions provided by the Ministry of digital transformation.

3. This resolution becomes effective from the date of its publication, except Item 1, which becomes effective since January 1, 2026.

Requirements to algorithm and criteria of forming of the unique group identifier

1. These requirements are established to algorithm and criteria of forming of the unique group identifier on groups of the goods (products) which are subject to marking for the purposes of electronic traceability of such goods (products).

2. The terms used in these requirements have the following value:

the code of the unique group identifier - the unique alphanumeric sequence created according to Items 10 and 11 of these requirements consists maximum of 100 symbols and is applied on group shipping package in the form of graphical element;

structure unique group identifying elements of data and the sequence which by means of software of Electronic system of turnover of alcoholic beverages, the tobacco products and liquids used in electronic cigarettes provide identification of unique identifiers of electronic brands of the excise tax (further - unique identifiers) which are part of the created unique group identifier and/or the available unique group identifiers of the lowest level.

In these requirements the terms "Electronic System of Turnover of the Alcoholic Beverages, Tobacco Products and Liquids Used in Electronic Cigarettes" (further - Electronic system), "the economic operator", "the excise electronic document" are used in the value given in the Law of Ukraine "About state regulation of production and turnover of alcohol ethyl, spirit distillates, bioethanol, alcoholic beverages, tobacco products, tobacco raw materials, liquids used in electronic cigarettes and fuel"; "electronic brand of the excise tax", "the unique group identifier", "the unique identifier" - in the value given in the Tax code of Ukraine; "code of the identifier of the economic operator" and "code of object of the economic operator" - in the value given according to the procedure of creation and functioning of Electronic system of turnover of the alcoholic beverages, tobacco products and liquids used in electronic cigarettes, No. 1142 "Some questions of creation and functioning of Electronic system of turnover of the alcoholic beverages, tobacco products and liquids used in electronic cigarettes" approved by the resolution of the Cabinet of Ministers of Ukraine of October 4, 2024; "Base64 (rfc-1341)" - in the value given according to the procedure of work with electronic documents in the clerical work and their preparation for transfer on archival storage approved by the order of Ministry of Justice of November 11, 2014 No. 1886/5; "GS1 bar code" - in the value given in Regulations on the bar coding of goods approved by the order of Ministry of Economics of August 20, 2002 No. 255.

3. The unique group identifier is created for the purpose of group of the goods (products) which are subject to marking according to the rules determined by these requirements.

The unique group identifier consists of code which is applied on group shipping package, and structures of the unique group identifier.

4. Criteria of forming of the unique group identifier is the possibility:

1) determination of the list of all unique identifiers applied on single packagings of goods (products) which enter into group of goods (products);

2) to contain unique group identifiers of lower level of group, but no more than nine levels;

5. The structure of the unique group identifier contains the following elements of data and the sequence:

1) code of the identifier of the economic operator who is performing group of the goods (products) which are subject to marking, or performed import to customs area of Ukraine of such goods;

2) code of level of group (it is specified depending on the number of levels of group 1-if it is the unique group identifier of the lowest level which provides possibility of determination of the list only of unique identifiers of single packagings of the goods (products) which are subject to marking; from 2 to 9 - if the unique group identifier contains unique group identifiers of the lowest level of group);

3) type of group (type 1-v structure of the unique group identifier only unique identifiers enter; type 2-v structure of the unique group identifier only unique group identifiers of the lowest level of group enter; type 3 - unique identifiers and unique group identifiers of the lowest level of group at the same time are part of the unique group identifier);

4) code of object of the economic operator on which there was group of the goods (products) which are subject to marking or country code (for the imported goods) in which there was packaging of the goods (products) which are subject to marking in group shipping packages. If the goods (products) imported on customs area of Ukraine which are subject to marking are grouped in the territory of customs warehouse or warehouse of temporary storage, the code of Ukraine is noted;

5) date and time of group of goods (products) in the form of the sequence of symbols in the YYMMDDHH format - date of group of the goods (products) which are subject to marking where YY - two last figures of year, MM - month, DD - day, HH - hour of such group. In case of absence at the economic operator of data concerning hour of group for HH 00 value is put down;

6) the list of unique identifiers or codes of unique group identifiers of lower level of group which are part of the unique group identifier of higher level;

7) other data which are entered at the discretion of the economic operator.

6. The unique group identifier is created by software of Electronic system or own software solutions of the economic operator.

The economic operator enters the unique group identifiers created by means of own software solutions into the Electronic system.
