About removal on new stage of measures for reducing poverty and to growth in prosperity of the population

1. Determine paramount task of the state social and economic policy, state bodies and organizations of all levels removal from poverty of 500 thousand inhabitants during the remained period of 2024, 1 million - in 2025 due to implementation of complex measures in the directions of employment of the population high-profit stable work, creations of conditions for education and the mastering profession of youth based on innovative and digital technologies, access of all segments of the population to medical and social services, and also development of infrastructure makhally.

2. Approve the offer of the Ministry of employment and reducing poverty, the Ministry of Economics and finance, and also the National agency of social protection on program implementation "From poverty to wellbeing" (further - the Program), directed to appeal of each citizen responsibly to approach the future and the future of the children and creation of opportunity for realization of the potential by them, on the basis of the achieved positive results and the accumulated national experience, and also the advanced international practice in the sphere of reducing poverty.

Determine that since November 1, 2024 the Program is implemented on the basis of the principle "Seven opportunities and responsibility for poor families" providing:

stable employment and achievement of receipt of the high income - establishment with entrepreneurs of mutually beneficial cooperation and involvement of the leading entrepreneurs in each makhallyu, effective use of garden plots, realization in each area and the city on at least five drayverny projects serving as impulse to social and economic development, provision in lease to poor families in addition 50 thousand hectares of acreage with payment term by installments such means as the equipment for small production, portable shops, motor scooters, scooters;

education and mastering profession - bringing in 2024-2025 to 80 percent of level of scope of children from poor families preschool education, training at least one child from family to foreign languages, profession or specialty, creation of opportunity for obtaining by one child, in particular the girl, the higher education, training of children of computer literacy, creation of conditions for visit of training courses on information technologies and programming, including the organization of circles at schools;

access to the guaranteed state medical attendance - creation of opportunities for passing by each member of poor families of complete medical examination once a year, increases in their responsibility for own health (refusal of addictions in daily conduct of life and food), visits by each child of sports circles, and also reducing twice the expenses of family spent for medical services on own account;

access to social services - prevention of the factors limiting possibility of implementation of labor activity with families, way of expansion of amount of social services and the help, in particular establishing patronage on the basis of day visit of persons needing foreign leaving, services of education and day care for children;

improvement of living conditions - expansion of access to mortgage system, construction or reconstruction of modern "green" apartment houses in makhallyakh with use of environmentally friendly materials and technologies, leading of net drinking water, implementation in households of energy saving innovative systems of lighting, heating and hot water supply, and also conversion of waste;

development of infrastructure by the state makhally - uninterrupted providing with electrical energy and Internet, water for irrigation of garden plots, and also improvement of transport connection waved with the district center, repair of internal roads, step-by-step program implementation of the accelerated complex development of regions;

direct dialogue with employees of state bodies - establishment by public authorities of all links of regular direct link with poor families, implementation of collateral actions by them and attachment of heads to poor families, rendering assistance to the joint solution of their problems.

3. Create the Republican commission on program implementation "From poverty to wellbeing" (further - the Commission) in structure according to appendix, to determine the Ministry of employment and reducing poverty and its territorial authorities by working body Republican and the territorial commissions.

Assign the following tasks to the Commission:

coordination of organization activity of republican and local value on execution of the Program, studying of the carried-out work on removal from poverty with departure on places;

measure definition of efficiency of activities of departments and organizations of all levels, and also the heads attached to poor families and makhallyam on realization of the opportunities provided by the Program;

entering into Administration of the President of the Republic of Uzbekistan following the results of every month of information on the done work and the tasks offered to the subsequent realization.

4. (A. Aripov) in a month proceeding from functional tasks of each ministry and department to provide to the Cabinet of Ministers approval of the "industry road maps on reducing poverty" directed to realization of the opportunities provided in the corresponding direction of the Program and achievement of target indicators and also to exercise control of their timely and high-quality realization.

Determine special representatives of the President of the Republic of Uzbekistan in regions (G. Mirzayev, D. Kadirov, K. Kuranbayev, A. Boboyev) responsible for establishment of regular direct link between executive bodies and poor families.

5. Determine that since December 1, 2024 the National agency of social protection by results of studying by "the makhallinsky seven" of social conditions of poor families and the reasons of hit in poverty creates the Register of poor families.

To the national agency of social protection and the Ministry of employment and reducing poverty in two-month time to develop and submit for approval in the Commission criteria of inclusion and exception of the population of the Register of poor families.

6. Establish procedure according to which since January 1, 2025:

a) in case of employment, self-employment, establishing business activity officially not by busy members of the families receiving benefits and financial support for children from needy families, payment of these benefits and financial support continues before the termination of term of their payment, but for the term of no more than 6 months;
