About temporary accounting treatment for some securities

Due to the unfriendly and contradicting international law actions of the United States of America and the foreign states and the international organizations which adjoined them directed to introduction of rationing arrangements concerning citizens of the Russian Federation and the Russian legal entities for the purpose of protection of national interests of the Russian Federation, ensuring its financial stability and according to the Federal Laws of December 30, 2006 No. 281-FZ "About special economic measures and enforcement powers", of December 28, 2010 No. 390-FZ "About safety" and of June 4, 2018 No. 127-FZ "About corrective actions (counteraction) on unfriendly actions of the United States of America and other foreign states" I decide:

1. Determine that are determined by the solution of the Board of directors of the Central bank of the Russian Federation type, category (type) of securities when accounting the rights to which on custody accounts of type "C" the nominee holder of securities makes the actions directed to opening of personal account of type "C" of the nominee holder in the register of owners of securities (further - the register) and on transfer of securities on such personal account.

2. The nominee holder of securities considering on custody accounts of type "C" of the depositors of the right to securities makes according to the procedure and terms which are established by the solution of the Board of directors of the Central bank of the Russian Federation, action, the stipulated in Item 1 this Decree.

3. The holder of the register according to the procedure and terms which are established by the solution of the Board of directors of the Central bank of the Russian Federation opens for the nominee holder of securities, the stipulated in Item 2 presents of the Decree, personal account of type "C" of the nominee holder in the register. Based on the solution of the Board of directors of the Central bank of the Russian Federation such personal account is opened by the holder of the register to other nominee holder of securities.

4. The mode of personal account of type "C" of the nominee holder in the register is set by the solution of the Board of directors of the Central bank of the Russian Federation.

5. Requirements to activities of the holder of the register, the nominee holder of securities and the central depositary in case of implementation of this Decree are established by the solution of the Board of directors of the Central bank of the Russian Federation.

6. To the board of directors of the Central bank of the Russian Federation:

a) make the decisions necessary for implementation of this Decree;

b) establish procedure for transfer of securities into the custody account of the nominee holder opened in the central depositary till December 21, 2025 inclusive.

7. The solutions of the Board of directors of the Central bank of the Russian Federation provided by this Decree are subject to official publication according to the procedure, established by the Central bank of the Russian Federation.

8. Grant to the Central bank of the Russian Federation the right to make official explanations concerning application of this Decree.

9. This Decree becomes effective from the date of its official publication and is effective till December 31, 2025 inclusive.
