About determination of the body signing the public contract with the operator of mail service and introduction of amendments to resolutions of the Cabinet of Ministers of Ukraine of March 5, 2009 No. 270 and of September 8, 2023 No. 958

According to article 28 of the Law of Ukraine "About mail service" the Cabinet of Ministers of Ukraine decides:

1. Determine the Ministry of development of communities, territories and infrastructure by the body signing the public contract with the operator of mail service on the state order of services of mail service.

2. Enter to resolutions of the Cabinet of Ministers of Ukraine of March 5, 2009 No. 270 "About approval of Rules of provision of services of mail service" (The Official Bulletin of Ukraine, 2009, No. 23, Art. 750; 2023, No. 95, the Art. 5648) and of September 8, 2023 No. 958 "About approval of the list of the attachments prohibited to transfer in mailings and the Procedure for withdrawal of the attachments prohibited to transfer from mailings and the order them" (the Official Bulletin of Ukraine, 2023, No. 87, Art. 5044; 2024, No. 33, the Art. 2105) the enclosed changes.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine, of March 5, 2009 No. 270 and of September 8, 2023 No. 958

1. In the Rules of provision of services of mail service approved by the resolution of the Cabinet of Ministers of Ukraine of March 5, 2009 No. 270:

Item 12 after the paragraph of third to add 1) with the new paragraph of the following content:

"acceptance and/or payment of postal order which can be performed on source address or the receiver, or in department of mail service, or beyond its limits by other production structural divisions of the operator of mail service;".

With respect thereto to consider paragraphs of the fourth or seventh respectively paragraphs the fifth or eighth;

Paragraph one of Item 15 to state 2) in the following edition:

"15. The internal registered mailings, postal orders to the choice of the user can be accepted for transfer with the notification on their delivery through the text message of technical means of the operator of mail service or the message supported by means of the Internet or by filling of the form (form) of the message.";

Item 26 to add 3) with paragraphs of the following content:

"Transfer out of limits of Ukraine of precious metals, numismatical products of National Bank, investment coins of Ukraine, coins used for the numismatical purposes, and their collections is performed in the international registered mailings with the announced value taking into account relevant requirements of the legislation of Ukraine and countries of destination.

Transfer out of limits of Ukraine of jewelry is performed in the international registered mailings without the announced value (small packets, sending and shipments of EMS) taking into account relevant requirements of the legislation of Ukraine and countries of destination.

Transfer out of limits of Ukraine of permissions to the right of carrying weapon, service records, military IDs, identity documents, is performed only in the registered international mailings.";

Item 41 after paragraph one to add 4) with the new paragraph of the following content:

"The amount of the announced value of the international mailings which go from Ukraine appears the sender in hryvnias and is noted by digits and words.".

With respect thereto to consider paragraph two the paragraph third;

Item 48 to state 5) in the following edition:

"48. Internal mailings with attachment of precious metals, jewelry, numismatical products of National Bank, investment coins of Ukraine, coins used for the numismatical purposes, and their collections move for transfer only with the inventory of attachment.";

2. In the resolution of the Cabinet of Ministers of Ukraine of September 8, 2023 No. 958:

1) in the list of the attachments prohibited to transfer in mailings, approved by the specified resolution:

to state paragraphs of the fifth or seventh of Item 1 in the following edition:

"national currency (except numismatical products of National Bank, investment coins of Ukraine, coins used for the numismatical purposes, and their collections), foreign currency;

foodstuff if on planned delivery date of the corresponding mailing to the receiver fixed term of the validity of such foodstuff expires;

alcoholic beverages with alcohol content ethyl more 8,5 of percent of volume units, except those which are not subject to marking by brands of the excise tax according to the tax legislation of Ukraine, the tobacco products, liquids used in electronic cigarettes on which there are no brands of the excise tax of the established sample;";
