Based on Item 5 of Article 53, of Item 3 of Article 144 of Kodeks Respubl_k_ Belarus ab cultures, Item 2 of article 23 of the Law of the Republic of Belarus of July 17, 2008 No. 427-Z "About mass media", the paragraph of the fourth of article 25 of the Law of the Republic of Belarus of July 23, 2008 No. 424-Z "About Council of Ministers of the Republic of Belarus", article 18 of the Law of the Republic of Belarus of December 29, 2012 "Ab vydavetskay to sprava" the Council of Ministers of the Republic of Belarus DECIDES: No. 8-Z
1. Agree with reorganization of public institution "National library of Belarus" by accession to it of public institution "National book chamber of Belarus".
2. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix.
3. To the Ministry of Culture, the Ministry of information, the Ministry of Finance and the Ministry of Education in two-month time:
take measures for reduction of regulatory legal acts in compliance with this resolution;
take other measures for implementation of this resolution.
4. This resolution becomes effective in the following procedure:
Item 2 – in two months after official publication of this resolution;
other provisions of this resolution – after its official publication.

1. In the resolution of Council of Ministers of the Republic of Belarus of September 3, 2008 No. 1284 "About the obligatory complimentary copy of documents":
state preamble in the following edition:

in Regulations on the obligatory complimentary copy of documents approved by this resolution:
in paragraph ten of item 4 of the word of "monitoring bodies" shall be replaced with words "state bodies and the organizations";
in Item 6:
third to state the paragraph in the following edition:
"state topographic maps, state topographical plans, topographical plans of settlements of all large-scale row;";
add Item with the paragraph of the following content:
"the documents containing office information of limited distribution, and also other information distribution and (or) provision of which are limited to legal acts.";
in Item 7:
third to state the paragraph to part one in the following edition:
"from 10 to 99 copies, are dispatched in the Ministry of information, public institutions "Presidential library of the Republic of Belarus" and "The central scientific library of Yaqub Kolas of National academy of Sciences of Belarus" in one copy, in public institution "National library of Belarus" – two copies.";
in paragraph five of part two of the word "National Book Chamber of Belarus" shall be replaced with words "The national library of Belarus";
to state the name of Chapter 4 in the following edition:
"CHAPTER 4. LEGAL STATUS OF PRODUCERS OF OBLIGATORY COPIES";
state Item 18 in the following edition:
"18. Producers of obligatory copies provide gratuitously to state bodies and the organizations obligatory copies in the quantity established by this Provision.
Producers of obligatory copies make replacement of defective obligatory copies upon the demand of their receivers from the date of detection of defect in a month.";
to state the name of Chapter 5 in the following edition:
"CHAPTER 5. LEGAL STATUS OF RECEIVERS OF OBLIGATORY COPIES";
the second Item 19 to state part in the following edition:
"State bodies, being receivers of obligatory copies, in addition to the rights specified in part one of this Item, have the right also to voluntary conveyance of obligatory copy of acyclic printing editions in exchange collection of public institution "National library of Belarus" after loss of relevance of obligatory copy in the current activities.";
state Item 20 in the following edition:
"20. Receivers of obligatory copies, except for state bodies:
complete funds with the obligatory copies received according to this Provision;
record also bibliographic accounting of the arriving obligatory copies;
reflect data on the documents received on system of obligatory copy in various sources of bibliographic information;
provide permanent storage of obligatory copy;
observe the rights of producers of obligatory copies and copyright according to the legislation on intellectual property;
perform other functions according to the legislation.";
exclude Item 21;
to state the name of Chapter 6 in the following edition:
"CHAPTER 6. LEGAL STATUS OF USERS OF OBLIGATORY COPIES";
state Item 24 in the following edition:
"24. Users of obligatory copies observe the procedure on safety and use of obligatory copies established by receivers of obligatory copies.";
to be reworded as follows appendix 1 to this Provision it (is applied).
2. No. 40 "Questions of the Ministry of Culture" to exclude Item 35 of appendix 1 to the resolution of Council of Ministers of the Republic of Belarus of January 17, 2017.
3. From subitem 6.1 of Item 6 of appendix 1 to the resolution of Council of Ministers of the Republic of Belarus of February 28, 2019 No. 138 "About compensation of employees of state-financed organizations" word", public institution "National book chamber of Belarus" to exclude.
