1. Approve the enclosed Rules of rendering the state service "Issue of Permission on Implementation of Activities for Collection (Procurement), Storage, Conversion and Realization by Legal Entities of Scrap and Waste of Non-ferrous and Ferrous Metals".

2. To provide to committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan;

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order is subject to official publication and becomes effective since October 10, 2024.

Rules of rendering the state service "Issue of Permission on Implementation of Activities for Collection (Procurement), Storage, Conversion and Realization by Legal Entities of Scrap and Waste of Non-ferrous and Ferrous Metals"

Chapter 1. General provisions

1. These rules of rendering the state service "Issue of Permission on Implementation of Activities for Collection (Procurement), Storage, Conversion and Realization by Legal Entities of Scrap and Waste of Non-ferrous and Ferrous Metals" (further – Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" and determine approval procedure on implementation of activities for collection (procurement), storage, conversion and realization by legal entities of scrap and waste of non-ferrous and ferrous metals, and also rendering the state service "Issue of Permission on Implementation of Activities for Collection (Procurement), Storage, Conversion and Realization by Legal Entities of Scrap and Waste of Non-ferrous and Ferrous Metals".

"Issue of permission on implementation of activities for collection (procurement), storage, conversion and realization by legal entities of scrap and waste of non-ferrous and ferrous metals" is the state service (further - the state service) and it appears local executive bodies of areas, cities of republican value, the capital (further - the service provider) according to these rules.

3. The service provider within three working days from Date of Introduction in action of changes and (or) amendments in these rules sends information on the made changes and (or) additions to Single contact center and to the operator of information and communication infrastructure of "the electronic government".

Chapter 2. Procedure for rendering the state service

For receipt of the state service the uslugopoluchatel sends to the service provider by means of the web portal of "the electronic government" (further - the portal) the documents necessary for rendering the state service (further – documents) which list is provided in the List of the main requirements to rendering the state service "Issue of Permissions on Implementation of Activities for Collection (Procurement), Storage, Conversion and Realization by Legal Entities of Scrap and Waste of Non-ferrous and Ferrous Metals" according to appendix 1 to these rules.

Data on the identity document of physical person, on state registration (re-registration) of the legal entity, the individual entrepreneur of the Republic of Kazakhstan, the service provider receives from the corresponding state information systems through lock of "the electronic government".

5. When giving the uslugopoluchatel of all necessary documents by means of the portal - in "personal account" of uslugopoluchatel displays the status about acceptance of request for rendering the state service, with indication of the date of receipt of result of the state service.

6. The employee of office of the service provider performs acceptance and document registration in day of their receipt and sends to the executive in charge.

In case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, documents acceptance and issue of result of rendering the state service is performed the next working afternoon.
