About measures for investment attraction in green economy (projects in the field of fuel and energy complex)
For the purpose of stimulation of investment attraction in development of green economy (projects in the field of fuel and energy complex), sustainable development of energy industry of the Kyrgyz Republic, and also ensuring economic safety of the Kyrgyz Republic, according to article 71 of the Constitution of the Kyrgyz Republic I decide:
1. Consider that rates, calculations and payments for purchase and sale of electrical energy in the field of fuel and energy complex can be performed in national currency and foreign currencies.
2. To the Cabinet of Ministers of the Kyrgyz Republic together with National Bank of the Kyrgyz Republic to introduce to Jogorku Kenesh of the Kyrgyz Republic the drafts of the laws of the Kyrgyz Republic providing modification of the corresponding regulatory legal acts, allowing to determine for operation of the investment agreement and/or the agreement on public-private partnership rate, to perfrom calculations and payments in national currency and foreign currencies upon purchase and sale of the electrical energy developed by power plants of fuel and energy complex.
3. To the Cabinet of Ministers of the Kyrgyz Republic to establish limiting rate in national currency and foreign currencies for 1 kWh of the electric power for calculations and payments for operation of the investment agreement and/or the agreement on public-private partnership with entry into force of the laws which projects are stipulated in Item 2 presents of the Decree.
4. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
5. This Decree becomes effective from the date of signing.
