Chapter I. General provisions

Article 1. Purpose of federal courier communication

Federal courier communication in the Russian Federation is provided with bodies of federal courier communication - the federal executive body performing special functions in the field of ensuring federal courier communication in the Russian Federation which is component of forces and safety controls of the Russian Federation and acts for the benefit of legislative, executive and judicial authority of the Russian Federation, and also for the purpose of protection of state interests of the Russian Federation, and its territorial authorities.

Powers of the federal executive body performing special functions in the field of ensuring federal courier communication in the Russian Federation are determined by this Federal Law and provision approved in accordance with the legislation of the Russian Federation.

Article 2. Tasks of bodies of federal courier communication

The main objectives of bodies of federal courier communication are:

1) delivery to the federal cities, the capitals and the administrative centers of subjects of the Russian Federation and back, the capitals of the State Parties of the Agreement on Intergovernmental courier communication of departures of special importance, absolutely confidential, confidential and other office departures (further - correspondence):

President of the Russian Federation, bodies of legislative, executive and judicial authority of the Russian Federation;

bodies of legislative (representative), executive and judicial authority of subjects of the Russian Federation and in the cases provided by decisions of the Government of the Russian Federation, local government bodies;

members of the Federation Council of Federal Assembly of the Russian Federation, deputies of the State Duma of Federal Assembly of the Russian Federation;

deputies of legislative (representative) public authorities of subjects of the Russian Federation;

other bodies according to the list approved by the President of the Russian Federation;

2) delivery out of limits of the territory of the Russian Federation of correspondence, and also technical documentation and samples of industrial products according to decisions of the President of the Russian Federation and the Government of the Russian Federation;

3) delivery of correspondence of heads of states and heads of governments, public authorities of the State Parties of the Agreement on Intergovernmental courier communication;

4) delivery of correspondence of the working bodies of the Commonwealth of Independent States located in the territory of the Russian Federation.

Article 3. Legal basis of federal courier communication

The legal basis of federal courier communication is constituted by the Constitution of the Russian Federation, this Federal Law, the laws and other regulatory legal acts of the Russian Federation, and also intergovernmental agreements signed or recognized by the Russian Federation, regulating legal relationship in this sphere.

Article 4. Principles of the organization of federal courier communication

Federal courier communication is based on the basis of the principles:

legality;

the guaranteed safety and efficiency on delivery correspondence;

organizational unity of system of bodies of federal courier communication;

protection of the state secret, and also other data protected by the law;

one-man management and the personal responsibility for the charged work section according to this Federal Law;

submission to control and podnadzornost of bodies and officials of federal courier communication.

In bodies of federal courier communication creation and activities of structures of the political parties and other public associations pursuing political goals are not allowed.

Article 5. Interaction of bodies of federal courier communication with federal executive bodies

Federal executive bodies which list is established by the Government of the Russian Federation and their territorial authorities shall render to bodies of federal courier communication within the powers assistance in the organization of operational delivery of correspondence and providing conditions of its guaranteed safety, and also the employees assistance of bodies of federal courier communication in case of execution of the obligations by them on transportation of correspondence.

The procedure for rendering such assistance is determined by joint solutions of the federal executive body performing special functions in the field of ensuring federal courier communication in the Russian Federation and other corresponding federal executive bodies of the Russian Federation.

Bodies of federal courier communication solve the tasks set for them in interaction with the organizations subordinated to federal executive bodies.

Chapter II. Rights and obligations of bodies of federal courier communication

Article 6. Rights of bodies of federal courier communication

Bodies of federal courier communication for the solution of the tasks set for them are granted the right:

use the means of communication belonging to the organizations of the Russian Federation for ensuring delivery and safety of correspondence in case of emergency situations. Bodies of federal courier communication upon the demand of owners of means of communication refund the expenses incurred by owners in such cases;
