About support of the organizations of consumer cooperation

For the purpose of creation of conditions for improvement of quality of trade servicing of the population living in the territory of the rural zone, compensation of objectively high costs for implementation of such activities to the organizations of consumer cooperation, and also financial improvement of data of the organizations:

1. Determine that the organizations of consumer cooperation have the right to acquire the cargo special equipment vehicles with trade vans (further – autoshops) made by Plant of Automobile Trailers and Bodies MAZ-Kupava LLC (further – MAZ-Kupava LLC), in 2024-2026 under agreements of finance lease (leasing) at JSC Promagroleasing on the terms of the Presidential decree of the Republic of Belarus of April 2, 2015 No. 146 "About financing of purchase of the modern machinery and equipment" taking into account features according to appendix 1.

2. JSC Development Bank Republic of Belarus provides in 2024-2026 JSC Promagroleasing the credits in Belarusian rubles for acquisition of autoshops in quantity according to appendix 2 for the purpose of the subsequent provision to the organizations of consumer cooperation in finance lease (leasing) in the total amount which is not exceeding 58 800 thousand rubles * including in 2024 – to 26 950 thousand rubles, in 2025 – to 19 600 thousand rubles, in 2026 – to 12 250 thousand rubles, with interest payment for use of the credits in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent, increased no more than by 2 percent points.

The loan amount, specified in part one of this Item, can be increased by the consumer price index in the Republic of Belarus which developed for month of the current year in relation to the corresponding month of previous year using the value published on the website of National Statistical Committee for date of the conclusion of the purchase and sale agreement (delivery) of JSC Promagroleasing with MAZ-Kupava LLC.

3. Provide to MAZ-Kupava LLC transfer of JSC Promagroleasing of autoshops in quantity according to appendix 2.

4. Regional executive committees annually at the expense of means of regional budgets to the organizations of consumer cooperation provide subsidies for cost recovery of the spent fuel including tax on value added (further – the VAT) on the goods delivery by autoshops and to the stationary shopping facilities of consumer cooperation located in the territory of the rural zone.

Provision of the subsidies specified in part one of this Item is performed according to the procedure and the sizes determined by Council of Ministers of the Republic of Belarus.

5. Grant the right to regional executive committees to give support to the organizations of consumer cooperation from regional budgets, including within regional investing programs, on financing of cost including VAT of construction, including reconstruction, capital and running repair of stationary shopping and production facilities of the organizations of consumer cooperation provided that at least 50 percent of cost of such construction, reconstruction, capital and running repair of own and (or) raised funds of the relevant organizations will go to these purposes.

The list of objects of the organizations of consumer cooperation specified in part one of this Item annually is determined by decisions of regional executive committees by offers of Belkoopsoyuz.

6. JSC Belagroprombank and JSC ASB Belarusbank (further, unless otherwise specified, – banks) annually from 2024 to 2026 for a period of up to one year grant the loans to the organizations of consumer cooperation for calculations with the Belarusian producers created by them the unitary enterprises, the organizations which are part of holdings with participation of the state, with observance of general limit of debt in the amount of, not exceeding 130 million rubles, including:

JSC Belagroprombank – no more than 91 million rubles, including within the amounts of return (repayment) of the loans attracted before entry into force of this Decree – no more than 52 million rubles;

JSC ASB Belarusbank – no more than 39 million rubles, including within the amounts of return (repayment) of the loans attracted before entry into force of this Decree – no more than 20 million rubles.

Loan granting in 2025 and 2026 is performed within the amounts of return (repayment) of the loans attracted in previous years.

The loans are granted to the organizations of consumer cooperation in Belarusian rubles with interest payment for use of them in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent, increased no more than by 2 percent points under guarantees of the Government of the Republic of Belarus in repayment of principal debt on such credits.

Subsidies for payment of part of interest for using the credits are provided to the organizations of consumer cooperation (further, unless otherwise specified, – subsidies).

Subsidies are provided at the expense of means:

the republican budget, provided on other industries of national economy, in the amount of 50 percent of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent;

the corresponding regional budgets provided on other industries of national economy in the amount of 50 percent of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent.

Crediting according to this Item is performed taking into account features according to application 3 according to the list of the consumer goods and goods of industrial function made in the territory of the Republic of Belarus developed by Belkoopsoyuz and approved with the Prime Minister of the Republic of Belarus.

7. The organizations of consumer cooperation which are granted the loans according to Item 6 of this Decree for repayment of the main amount of debt on such credits and interest payments for use of them, except for parts of percent on which payment subsidies are provided, make monthly assignments from the current (settlement) bank accounts for the special accounts opened by them for these purposes in the relevant bank.

Assignments are made by the organizations of consumer cooperation which have no tax debt, to charges (duties), administrative punishments, penalty fee and other obligatory payments in republican and (or) local budgets, the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus (except for debt on which in the procedure established by the legislation delay (payment by installments) of repayment is granted).
