About measures for further enhancement of system of the state support of institutes of civil society

For the purpose of ensuring execution of the Constitution of the Republic of Uzbekistan in the new edition, Strategy "Uzbekistan - 2030" and Concepts of development of civil society in 2021 - 2025, creations of system of the state support of institutes of civil society based on the principles of transparency and healthy competition, and also additional terms for increase in efficiency of socially important programs:

1. Determine the main directions of the state support of institutes of civil society:

further increase in activity of institutes of civil society in lives of the state and society, full use of their potential in development of social and economic, cultural and spiritual and humanitarian spheres;

rendering assistance of realization of the initiatives aimed at interests of society and real requirements of the population, and also directed to the solution of the urgent problems remaining on places;

further development of mutually advantageous social partnership between state bodies and institutes of civil society;

stimulation of implementation by institutes of civil society of efficient public control on the way of assistance to development of all spheres of life of the state and society;

establishing communications of institutes of civil society with compatriots abroad and strengthening of cooperation with their foreign associations;

strengthening of material and technical resources of institutes of civil society and creation of favorable organization-legal conditions by it for activities implementation.

2. Support the following initiatives of chambers of Oliy Majlis, Parliamentary commission on management of means of Public fund for support of non-state non-profit organizations and other institutes of civil society for Oliy Majlis, the Jokargi Kenes of the Republic of Karakalpakstan, kengashy People's Deputies of areas and the city of Tashkent (further - local kengash), and also the public commissions on social partnership in case of them:

merge of public funds for support of non-state non-profit organizations and other institutes of civil society under Oliy Majlis, the Jokargi Kenes of the Republic of Karakalpakstan and local kengasha and education on their base of Public fund for support of institutes of civil society for Oliy Majlis (further - Fund), and also its separate divisions in the Republic of Karakalpakstan, areas and the city of Tashkent (further - separate divisions);

adjustment on a voluntary basis activities of advisory groups from among representatives of institutes of civil society to the Jokargi Kenes of the Republic of Karakalpakstan and the local kengasha promoting effective realization of the tasks which are within their competence.

3. Take into consideration that:

maintenance costs of activities of executive office of Fund, compensation of workers similar expenses of separate divisions - for the budget account of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent respectively become covered at the expense of the republican budget of the Republic of Uzbekistan;

the procedure for the organization of activities of Fund and payment term of work of his workers are determined by chambers of Oliy Majlis.

4. Recommend to chambers of Oliy Majlis to make to two-month time changes and additions in the Law of the Republic of Uzbekistan "About social partnership" and other legal acts, and also to review the resolutions in connection with enhancement of system of the state support of institutes of civil society.

5. Reduce by the period from October 1, 2024 to October 1, 2027 for 50 percent of rate of the tax established on the following types of tax, paid within drafts of the state grants and social orders performed by fund:

the income tax paid from the income of the experts involved to the project on the basis of the labor and civil agreements received in work payment type;

the social tax paid by non-state non-profit organizations, mass media and self-government institutions of citizens on compensation expenses.

6. Agree with offers of the Ministry of Economics and finance and the Ministries of Justice:

about increase in the tax-free size of charitable gifts in the form of the money which is directly transferred during tax period by charitable organizations to members of the families included in the information system "Unified Register of Social Protection" or the information module "Register of Poor Families" from fifteen million sum to the hundredfold size of basic settlement size;

about collection since January 1, 2025 of the state fee established for state registration of public associations of persons with disability, veterans, women and children with its reduction twice.

To the Ministry of Justice together with the Ministry of Economics and finance to introduce to the Cabinet of Ministers the bill on modification and amendments in the Tax code and the Law of the Republic of Uzbekistan in a month "About the state fee", following from this Item.

7. Establish procedure according to which:

the public funds which did not have money turnover on bank accounts within one calendar year carry out audit inspection of the activities in this calendar year in voluntary procedure;

annually the ministries and departments will organize competitions on provision of the social order to institutes of civil society by extrabudgetary funds. At the same time tenders in priority procedure are guided by the solution of the most urgent problems in the sphere of human rights protection, forming of the irreconcilable circle to corruption, and also in the fields of education, medicine, ecology, construction, transport, municipal services, employment, rendering social services and others;

at least once a year the ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent carry out open dialogue with representatives of industry and regional institutes of civil society;
