About additional measures of support of activities of rice growers

In recent years system work on increase in production of agricultural products and ensuring price stability on food in the republic, and also to implementation of modern technologies to the sphere is carried out.

At the same time the deficit of water growing now and the extending demand for agricultural products promotes emergence of need of broad use of water saving technologies in case of cultivation of water-loving cultures.

For the purpose of implementation of continuous and effective system of cultivation, storage and conversion of rice in the republic, stable providing the domestic consumer market with rice products, and also expansion of research works in the field of:

1. Establish procedure according to which:

a) since September 1, 2024 for financing of costs for cultivation and purchase of rice to farmers, Dehkan farms and other producers of products soft credits on the conditions determined in the resolution of the President of the Republic of Uzbekistan of December 15, 2021 No. PP-52 "About measures for the state support of the sphere of fruit-and-vegetable growing, further development of system of cluster and cooperation in industry" will be allocated.

At the same time purchase contracts of rice between rice-growing clusters and farms will consist through the information system "Agroplatforma" of the Ministry of Agriculture;

b) in 2025-2026 20 percent of cost of new seed seeders and the equipment of seedling method of crops which were purchased by agricultural enterprises for crops of rice of issue no more than one year, will be covered due to allocation of subsidies from the Government budget;

c) for the purpose of support of activities of rice-growing agricultural enterprises in the Khorezm region from the Government budget additional subsidies will be allocated to them on:

covering of 100 percent of expenses on the fuels and lubricants used on each hectare of the square on which the laser layout, is made for rice cultivation, but not exceeding 1 million sum of total amount of expenses;

covering of part of expenses on implementation of modern water saving technologies, in the sizes provided by the resolution of the President of the Republic of Uzbekistan of March 1, 2022 No. PP-144 "About measures for further enhancement of implementation of water saving technologies in agricultural industry".

2. In two-month time in cooperation with the KOPIA center of the Republic of Korea to provide to the Ministry of Agriculture and khokimiyat of the Khorezm region creation in Gurlensky district of the elite seed-growing centers of rice (further - the seed-growing centers) in the form of limited liability companies.

Determine that:

together with Research institution of rice growing in the seed-growing centers reproduction of seeds of high generation will be adjusted;

the seed-growing centers receive from the foreign companies which underwent quarantine control or Research institution of rice growing seeds of high generation and organize their reproduction;

land for cultivation of seed rice of elite generation will be allocated to the seed-growing centers in the procedure established by the legislation;

the seed-growing centers will perform cleaning, sorting and packaging of seed rice.

3. To the Ministry of Agriculture in three-months time to establish connection of permanent cooperation of National knowledge center and innovations in agricultural industry with the Philippine international research institution of rice growing, to arrange delivery of salt-resistant, drought-resistant early ripening varieties of the seeds of rice conforming to international standards and to carry out their regular testing in edaphic-climatic conditions of the Khorezm region. At the same time:

due to effective use of foreign and domestic gene pool to this sphere the best international practices by further enhancement of system of creation of new grades of rice will be implemented;

due to carrying out within two years of testing of foreign grades of rice early, low-water-loving, high-yielding varieties will be selected and till 2027 primary seed farming of the selected grades will be implemented;

with involvement of the international experts in the rice-growing direction skills of specialists of seed productions will be improved.

4. Since harvest of 2024 to resolve agricultural enterprises of the Khorezm region with productivity 120 centners and more, according to the procedure of exception, export of the rice products which are not exceeding 50 percent of the grown-up rice.

At the same time the amount of the received harvest is determined on the basis of information of the GPS equipment installed on risouborochny combines.

5. Inspectorates for control of agro-industrial complex to establish constant control behind timely holding agrotechnical actions on rice squares, acceptance, storage and conversion of the rice which is grown up for the state needs.

6. To the Ministry of Agriculture together with the Ministry of Economics and finance to two weeks to introduce the draft of the resolution of the Cabinet of Ministers providing:

procedure for covering of 100 percent of expenses on the fuels and lubricants used on each hectare of the square on which the laser layout, is made for rice cultivation, but not exceeding 1 million sum of total amount of expenses;

temporary procedure for covering of 20 percent of cost of the modern seed seeders and the equipment of seedling method of crops which was purchased by agricultural enterprises for crops of rice in 2025-2026.

7. Determine that the expenses connected with implementation of this resolution:

in 2024 will be financed by the funds allocated to the Ministry of Agriculture according to the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2024" and other sources which are not prohibited by the legislation.

since 2025 will be provided in parameters of the Government budget according to the procedure, established by the budget legislation.

8. Make changes to some resolutions of the President of the Republic of Uzbekistan according to appendix.

9. Assign to the deputy prime minister Zh. A. Hodzhayev and the Minister of Agriculture I. Yu. Abdurakhmonov the personal responsibility for the effective organization of execution of this resolution.
