About additional measures for development of education and sciences in the field of cryptology in the Republic of Uzbekistan

Now in the republic complex measures for ensuring cryptographic information security are performed. For last period in row the highest educational institutions of the republic the system of training of highly qualified personnel in the directions and specialties in the field of information systems and technologies, information security, engineering of cyber security, cryptography and cryptanalysis is adjusted.

At the same time, increase in growth of modern threats of information security and cyber security, creation of the high-speed computers based on quantum technology and availability of possibility of their use in the illegal purposes, require on permanent basis of enhancement of the cryptographic algorithms applied in case of information security.

The results achieved by the advanced foreign states in this sphere indicate the need of implementation of the actions aimed at the further development of national school of cryptology.

For the purpose of ensuring execution of the Law of the Republic of Uzbekistan "About protection of the state secrets" and resolutions of the President of the Republic of Uzbekistan of April 3, 2007 No. PP-614 "About measures for the organization of cryptographic information security in the Republic of Uzbekistan", and also further development of education and science in the field of cryptology of national system of cryptographic information security in the Republic of Uzbekistan:

1. Approve:

The plan died on development of education and sciences in the field of cryptology in the Republic of Uzbekistan in 2024-2025 according to appendix No. 1;

The program of research works on the urgent directions of development of the sphere of national cryptology in the Republic of Uzbekistan for 2024 - 2028 according to appendix No. 2.

2. Realization of the subjects included in the Program is performed on the basis of the competitions held by Service of state security, with involvement of the profile organizations of the republic.

Accomplishment of the Program by that, within carried out by the Agency of innovative development under the Ministry of the higher education, science and innovations of tenders according to requests of Service of state security is allowed.

The achieved scientific results and developed innovative products, during program implementation, are intellectual property of the Republic of Uzbekistan on behalf of which the Service acts.

3. Assign to heads of the ministries and departments the personal responsibility for timely and high-quality implementation of measures and the research works provided by this resolution.

4. Create under Service of state security Interdepartmental expert group in the field of cryptology from among experienced specialists of the highest educational and research establishments, state bodies and other organizations of the republic (further - Expert group).

5. Determine the main objectives of Expert group:

forming of subjects of the scientific research devoted to studying in the republic of urgent problems of cryptology taking into account real requirements of life activity of the state and society;

development on the basis of experience of the advanced foreign states of requirements to programs of disciplines, to the textbooks and other training materials concerning the sphere of cryptology and issue of expert opinions on them;

consideration of drafts of national standards in the field of cryptology, issue of the conclusions on their compliance to modern requirements of cyber security, and also development of recommendations and suggestions for improvement of project data of standards.

6. Determine that:

The expert group is interdepartmental collegiate organ under Service of state security;

material logistics of activities of Expert group is performed by Service of state security at the expense of means of the republican budget according to the procedure, established by the legislation.

7. To service of state security in two-month time to approve structure and provision of Expert group.

8. The expenses connected with ensuring execution of this resolution in 2024 are performed within the funds allocated from the republican budget of the Republic of Uzbekistan to the ministries and departments which are managers of budgetary funds of the first level since 2025 - are provided in parameters of the Government budget.

9. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the secretary of the Security Council in case of the President of the Republic of Uzbekistan V. V. Makhmudov.
