DECIDED:
1. Accept the Message of the Constitutional Court of the Republic of Belarus to the President and chambers of Parliament of the Republic of Belarus "About condition of the constitutional legality in the Republic of Belarus in 2005" (the text is attached).
2. Publish the Message "About condition of the constitutional legality in the Republic of Belarus in 2005" in the Zvyazda and National Newspaper newspapers in ten-day time from the date of acceptance, and also in the National register of legal acts of the Republic of Belarus and the magazine "Vesn? to Kanstytutsyynaga of Court Respubl? to? Belarus".

The constitutional court is founded for ensuring rule of the Constitution of the Republic of Belarus, its direct action, compliance of acts of state bodies of the Constitution, approval of legality in law-making and law enforcement.
The Constitutional Court based the conclusions and estimates about condition of the constitutional legality in the Republic of Belarus on the materials considered in 2005, and also information which arrived in connection with participation of representatives of the Constitutional Court in parliamentary sessions, the Government and other public authorities. Assessment of condition of the legal sphere became possible thanks to also consideration of the addresses of citizens, deputies and other persons which arrived in the Constitutional Court. In total in 2005 about six thousand citizens appealed to the Constitutional Court with personal and mass petitions, 29 addresses of deputies are considered. On personal acceptance, including during the meetings with labor collectives, judges and specialists of the Secretariat of the Constitutional Court about 300 people are accepted. Specialists of the Secretariat analyze more than 30 projects of the regulatory legal acts and other questions including which arrived from Administration of the President of the Republic of Belarus and chambers of Parliament.
