The protocol on cooperation in the field of culture of the State Parties of GUUAM for 2002-2005

of July 20, 2002

The Ministry of Culture of the Azerbaijan Republic, the Ministry of Culture of Georgia, the Ministry of Culture of the Republic of Moldova and the Ministry of Culture and arts of Ukraine (further - the Parties),

in view of traditions of cultural communication and friendship of the people,

being convinced that bonds in the field of culture and art are equitable to radical interests of the states of the Parties and will promote further development of the relations and mutually beneficial cooperation,

in view of spiritual needs and interests of the citizens living out of the states

expressing aspiration to further development and strengthening of cooperation in the field of culture and art,

agreed about the following:

Article 1

The parties will promote in every possible way all-round development and deepening of cooperation in the field of culture and art.

Article 2

The parties will help the organization and holding cultural actions, the projects directed to support and coordination of cooperation of the national, public and creative associations in the field of culture and art.

Article 3

The parties express readiness to promote realization of joint projects in the field of culture, to the invitation from one country in another of professional, amateur and folklore collectives, certain contractors.

Article 4

The parties will render assistance in holding joint art festivals and exhibitions, tours of on-stage performance groups and soloists, theatrical performances.

Article 5

The parties will promote in every possible way expansion of creative exchange and interaction between collectives, the organizations and associations of figures of literature and art, cinematography, carrying out traditional days of national cultures, exchange of delegations of cultural figures and specialists at the state, regional and local levels.

Article 6

The parties will exchange experience and to cooperate in the field of protection, protection and use of objects of historical and cultural heritage which are in the territories of the states of the Parties and also will consider the possibilities of holding joint actions for protection of cultural heritage.

Article 7

The parties will undertake the necessary measures directed to prevention of illegal export of cultural values from the territories of the states on the territory of the State Parties of GUUAM and the third countries.

Article 8

The parties will adjust regular exchange of information for the purpose of extended coverage of current events in life of culture, historical links of the people which live in the territory of the countries of GUUAM.

Article 9

The parties will help further cooperation in the spirit of dialogue of cultures and civilizations, the principles of tolerance and mutual respect of spiritual heritage of the people.

Article 10

This Protocol does not mention obligations according to other international treaties which participants are the Parties.

The this Protocol becomes effective from the date of signing and will be effective till December 31, 2005.

It is made in the city of Yalta on July 20, 2002 in four copies in the English and Russian languages, and all texts are equally authoritative.
