About carrying out in the territory of the Russian Federation experiment on lot-based accounting concerning the marked dairy products

The government of the Russian Federation decides:

1. Conduct from September 1, 2024 to June 1, 2025 in the territory of the Russian Federation experiment on lot-based accounting concerning the marked dairy products (further - experiment).

2. Approve the enclosed Regulations on carrying out in the territory of the Russian Federation experiment on lot-based accounting concerning the marked dairy products.

3. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance, Federal Service for the Oversight of Consumer Protection and Welfare (further - authorized bodies).

4. Agree with the offer of Operator-TsRPT limited liability company on implementation by the specified society on a grant basis of participation in experiment as the operator of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of the identification used for the purpose of carrying out experiment.

5. Provide to the Ministry of Industry and Trade of the Russian Federation:

a) together with the Ministry of Agriculture of the Russian Federation in coordination with authorized bodies preparation for carrying out experiment regarding development and approval till October 30, 2024 of methodical recommendations about carrying out experiment;

b) together with the Ministry of Agriculture of the Russian Federation and authorized bodies evaluating results of experiment and submission of the corresponding report to the Government of the Russian Federation till May 30, 2025.

6. To provide to the Ministry of Agriculture of the Russian Federation coordination and monitoring of work of the participants of turnover of dairy products participating in experiment.

7. To provide to Federal Service for Veterinary and Phytosanitary Surveillance within the experiment representation in the state information system of monitoring of turnover of goods, means of identification, the data on numbers of production lots of the marked dairy products which are subject to obligatory marking.

8. Realization by authorized bodies of the actions provided by this resolution is performed within the number of employees of the authorized bodies and budgetary appropriations provided by it in the federal budget on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

Regulations on carrying out in the territory of the Russian Federation experiment on lot-based accounting concerning the marked dairy products

1. This Provision establishes procedure for carrying out in the territory of the Russian Federation experiment on lot-based accounting concerning the dairy products which are subject to obligatory marking by means of identification according to the order of the Government of the Russian Federation of December 15, 2020 No. 2099 "About approval of Rules of marking of dairy products means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning dairy products" (further respectively - dairy products, experiment).

In this Provision lot-based accounting concerning dairy products is understood as the data on batch of dairy products created and transferred by participants of turnover of dairy products within the experiment to the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further - information system of monitoring), used for the purpose of carrying out experiment, according to methodical recommendations about carrying out experiment, stipulated in Item the 5th this provision, and ensuring traceability of dairy products. At the same time in information system of monitoring codes of identification of each unit of dairy products correspond to certain batch of dairy products.

2. The purposes of experiment are:

a) approbation of completeness and sufficiency of the mechanisms of lot-based accounting aimed at providing traceability of dairy products for the purpose of counteraction to its illicit trafficking;

b) testing of opportunities of use of the mechanisms allowing to perform traceability of dairy products with disaggregation to batch of dairy products;

c) determination of technical capabilities of information system of monitoring, the directions of its further development, and also its information exchange with the state information systems of the federal executive bodies authorized on ensuring carrying out experiment;

d) assessment of feasibility of replacement of the mechanism of per copy traceability at stage of turnover of goods and conclusion of goods from turnover for the reasons which are not connected with retail sale, the mechanism of lot-based accounting concerning dairy products and entering of corresponding changes into the legislation of the Russian Federation by results of carrying out experiment.

3. Participants of experiment are:

a) the federal executive bodies authorized on ensuring carrying out experiment;

b) participants of turnover of dairy products;

c) operator of information system of monitoring;

d) operators of electronic document management;

e) operators of fiscal data.

4. Participants of turnover of dairy products, operators of electronic document management and operators of fiscal data participate in experiment on voluntary basis and for participation in experiment submit applications according to the methodical recommendations about carrying out experiment specified in Item 5 of this provision.

5. The Ministry of Industry and Trade of the Russian Federation together with the Ministry of Agriculture of the Russian Federation in coordination with the federal executive bodies authorized on ensuring carrying out experiment is approved by methodical recommendations about carrying out experiment, including about the following questions:

a) submission of the data on production lot of dairy products sent to information system of monitoring for ensuring traceability of such products;

b) interaction of information system of monitoring with other information systems of participants of experiment;

c) submission of applications for participation in experiment and the documents attached to them;

d) determination of functions of participants of experiment and procedure for their interaction.
